Labour Market Access and renewal of International Protection Applicant Certificates (formerly Temporary Residence Cards)
The IPO no longer issues physical Temporary Residence Cards (TRCs). Instead, applicants receive a digital certificate in PDF form, known as an International Protection Applicant Certificate (IPA Cert). There is currently high demand for renewals, and the IPO is processing those as quickly as possible.
In recognition of this, the Labour Market Access Unit, as an exceptional measure, is accepting evidence of an application for an IPA Certificate renewal to assist applicants in progressing their Labour Market Access applications and maintain employment. This evidence must be the acknowledgement an applicant receives from the IPO on submission of a completed IPA Certificate Renewal Form.
However, the requirement for a valid or ‘in process’ IPA Cert remains in place. The Labour Market Access Unit will extend the same exceptional measure to employers, in that, the employer can also accept proof the employee has applied for a renewal of their IPA Cert – however, employers must provide the same evidence of application for IPA Cert renewal that an employee has provided to them to show they are an active recipient under the 2018 Reception Conditions Regulations or ‘the 2018 Regulations’. This can be provided by employers to the Labour Market Access Unit in the employer’s mandatory returns (LMA5) which must be completed when hiring a recipient under the 2018 Regulations.
The Labour Market Access website will be updated to include this measure for employers.
