I would suggest you take the time to read the relevant parts of HR8254 related to the word “election”. Follow the link above 👆👆👆
My amendment to this bill would state simply that if the EAC is going to doll out 100’s of millions of dollars to states in the form of grants prior to the 2024 election that are going to be used to purchase machines that produce paper ballots, that the public have full access to the cast vote record and actual paper ballot images. Period. Full Stop.
These are the People’s elections and our tax money.
If they are going to spend it, I want the CVR and ballot images.
Please, become familiar with HR8254 and DEMAND this type of language to be added. Otherwise, no money for the States.

The House bill for FY2023 is HR8254. Here is the specific language related to election security grants.
"That a State shall use such payment to replace voting systems which use direct-recording electronic voting machines with a voting system which uses an individual, durable, voter-verified paper ballot which is marked by the voter by hand or through the use of a non-tabulating ballot-marking device or system, so long as the voter shall have the option to mark his or her ballot by hand, and provides the voter with an opportunity to inspect and confirm the marked ballot before casting. Provided further, that for purposes of determining whether a voting system is a qualified voting system, a voter verified paper audit trail receipt generated by a direct-recording electronic voting machine is not a paper ballot: None of the funds made available under this heading may be used to purchase or obtain any voting system which is not a qualified voting system. A State may use such payment to carry out other authorized activities to improve the administration of elections for Federal office only if the State certifies to the EAC that the State has replaced all voting systems which use direct-recording electronic voting machines with qualified voting systems."

Do Clerks Understand This Stuff? – ES&S Trusted Build Error
This ES&S trusted build error involved the state of TX, 18 other states, about 250 counties, EAC, ES&S, Pro V&V and SLI Compliance.
I am posting this 394 page document not because I expect anyone to read about this “minor” problem with ES&S in 2020. More to the point is just how complex these systems are and the level of reliance on vendors, testing labs and other third parties....and this was a "minor problem.
