Dr. Corry’s Public Letter to EAC
This incredible letter was filed with NIST as a public comment to EAC in 2004.
This should go down in history as one of the most forward-thinking public comment letters ever written with respect to election integrity.
Dr. Corry called it all out right here, in 2004. This letter is as relevant now as it was then.

Accuracy, Integrity and Security in Computerized Vote-Tallying – NIST 1988

This is another tax payer funded document that deserves to resurrected from the dustbin of history.
Look at his recommendation:
“When vote-tallying software is run on a general-purpose computer in which there is no control over the other applications or support software that are also being run, a review for hidden code is not useful. Hidden code may be present in other software that is not reviewed, and may be transferred to the vote-tallying software as a "computer virus." Thus, it is strongly recommended that vote-tallying software not be allowed to run on a multi-programmed general-purpose computer."
Translated: Don’t run your tabulator or your EMS on a PC with a bunch of other software on it....but we do just that!
These works are important as we work our way forward to make the same mistakes.

In my view, if you want to go “Back to the Future” and return to an all paper system, we need to know what worked and what did not. This also shows just how hard the voting problem is to solve with computers.
This is a time capsule we can learn from.
It has been almost 50 years since this was published. Are we better off now with the machines?

Registration Roll Clean-up – CalTech & MIT Recommendation

We hear the phrase “clean-up the rolls” quite often. The question is, exactly how are you going to do that and then, how are you going to keep them clean?
These researchers came up with a method.

“We developed two complementary methods that help evaluate and improve the quality of a voter registration database as it changes over time. The first method generates audit data of periodic changes to the database as a time-series, which can undergo anomaly detection to check for internal and external unwanted changes and the deterioration in database quality. The second method presents a set of potential duplicates using an automated procedure that is efficient and which minimizes false positives."

Paper Registration Book - Fraud Examples
The fraud techniques are well known for over 100 years. When we go back to paper registration books, we need to have answers.
To quote from 1934:
“Many election frauds may be traced to a padded registration list. If corrupt precinct captains can put on the registers the names of persons who have died or moved away from the precinct, or who have never resided there, or fictitious names, these names can and will be voted on election day.
While formerly it was a common practice for the party organizations to use gangs of repeaters on the day of the election to vote such names, sending them from precinct to precinct, the usual method to-day is to have a corrupt precinct election board merely write in these names upon the poll list and place ballots in the box for them. This eliminates the bother, expense, and danger of exposure incident to the use of repeaters.
Padded registrations are likely to be found in the transient sections of large cities, in machine-controlled precincts containing lodging houses, cheap rooming houses, houses of prostitution, and the like. The technique of padding the registers varies from one place to another.
The registrars simply write in the names from a list supplied to them by the precinct captain. Various investigations of registration books in Chicago and Philadelphia by handwriting experts establish the- fact that the signatures of many registered voters in certain precincts have been written in by the person who entered the other items in the register. If it is necessary, however, to send in persons to register, this may be easily done in the transient sections by rounding up every adult in the precinct on the day of the registration, the precinct captain knowing full well that many of them will not be on hand on election day. Another method is to organize groups of repeaters (they are called "stingers" in Chicago) to go from precinct to precinct to register a different name at each place. Still another method is for the precinct captain to watch carefully the list of registered voters, making use of the names of persons who have moved away since registering. This is particularly available where the method of purging the lists and making transfers is defective.”

Hand Counts
When the ballot box is opened, the first step would be to remove the ballots and serially number them… The ballots should be scrutinized briefly as they are serially numbered, and blank or void ballots rejected and placed in a separate envelope to be returned to the election office. As the ballots are taken out and serially numbered, they should be stapled or clipped together in blocks of an even hundred (except the last block, which would contain less than a hundred). The next step would be the counting of these blocks of a hundred each, which should be done by two clerks, one calling off and the other recording. Party watchers should be permitted to observe the work of each team, thereby safeguarding against frauds.
After the ballots have been counted by blocks of one hundred each, the totals of each block should be entered upon the official return sheet, which should be suitably arranged for the entry of these totals, and the grand total of the vote for each candidate or upon each proposition entered. This return should be made in duplicate, one copy being turned in to the election office with the ballots and other records, another being mailed immediately and directly to the office of the secretary of state.
Unofficial returns, containing merely the total vote for each candidate and upon each proposition, should be prepared for the use of the press, under the direction of the election office. The purpose of mailing one copy of the official return to the secretary of state is to avoid any tampering with the returns by the local election office,which at present is all too common.

This is a seminal work filed with the NIST I stumbled into.
It deserves to be given the light of day again. I have read portions of it and it is a fascinating time capsule. You can read the “Vote Counting” chapter first for example. I will be posting some quotes in future posts from the publication as I work through it.
Why bother reading this you might be saying? Let;s not be naive. If we are going to recommend a return to a hand count, we cannot repeat mistakes from the past. It is easy fodder for those who do not want to count by hand.
Let’s solve that problem before it occurs.

Ballot-Marking Devices (BMDs) Cannot Assure the Will of the Voters
Says Princeton, Berkley and Georgia Tech in 2019
This is an outstanding white paper. While I don’t agree 100% with using a precinct level optical counter for hand marked ballots, there is much in this paper that is on the mark. It is a very serious piece.
To Quote: “Hand-marked paper ballot systems are the only practical technology for contestable, strongly defensible voting systems.”
“If it is possible that error, hacking, bugs, or miscalibration caused the recorded-on-paper votes (from a BMD) to differ from the expressed votes, an RLA or even a full hand recount cannot not provide convincing public evidence that election outcomes are correct: such a system cannot be defensible. In short, paper ballots provide little assurance against hacking if they are never examined or if the paper might not accurately reflect the votes expressed by the voters.”

“This “voting apparatus” patent was issued to Anthony. C. Beranek of Chicago on October 11, 1881. In his patent, Beranek claimed “by means of this device all fraud is prevented and ballot-box stuffing impossible,” but this design still needed to answer the question of is the hand quicker than the eye? .... This was the first official voting machine patented for use in an American general election.”
