Civil engineer José Gregorio Rengel, a member of the government commission assessing structural damage after the June 24 earthquakes, discusses in the latest VA interview why La Guaira suffered such severe impacts and the priorities for reconstruction.
After more than 32,000 rapid building inspections, authorities are moving toward detailed structural assessments and reconstruction guided by Venezuela's seismic codes. Rengel argues that every collapsed building should be investigated to determine whether construction standards were not met or whether the earthquake exceeded existing regulatory parameters.
"Everything seems to indicate that this was an extraordinary geological event and may have surpassed the country's existing codes, especially in La Guaira."
