#የመኖሪያ_ቤት_ኪራይ_ጭማሪ በመንግሥት ውሳኔ በዓመት አንዴ ብቻ እንዲተገበር የሚያደርግ አዋጅ ፀደቀ። የሕዝብ ተወካዮች ምክር ቤት የመኖሪያ ቤት ኪራይ ጭማሪ የመንግሥት ተቆጣጣሪ አካል በሚወስነው መሠረት በዓመት አንድ ጊዜ ብቻ እንዲተገበር የሚያደርግ አዋጅ አፀደቀ። አዋጁ የቤት ኪራይ የክፍያ ሥርዓት “በባንክ ወይም በሌላ ሕጋዊ በሆነ የኤሌክትሮኒክ ዘዴ ብቻ” እንዲፈጸምም ያስገድዳል። ምክር ቤቱ ይህንን “የመኖሪያ ቤት ኪራይ ቁጥጥር እና አስተዳደር አዋጅ” ያጸደቀው ዛሬ ማክሰኞ መጋቢት 24/2016 ዓ.ም በነበረው ውሎው ነው። በስድሰት ክፍሎች የተዋቀሩ ሰላሳ ሁለት አንቀጾችን የያዘው አዋጅ የጸደቀው ከዚህ በፊት ከነበረው ተሞክሮ በተለየ ሁኔታ ነው። ከዚህ በፊት የነበረው አሠራር አዋጆች እና ደንቦች በምክር ቤቱ ከመጽደቃቸው በፊት ለዝርዝር ዕይታ ወደ ቋሚ ኮሚቴ ይመሩ ነበር። በፓርላማው የመንግሥት ዋና ተጠሪ ሚኒስትር አቶ ተስፋዬ በልጅጌ ይህ አዋጅ ከዚህ በፊት ከተለመደው ሂደት ውጪ እንዲጸድቅ ሞሽን አቅርበው በምክር ቤቱ ተቀባይነት አግኝቶ በቀጥታ ፀድቋል። የአዋጁ አስፈላጊነት “የቤት ኪራይ ዋጋ የማኅበረሰቡን አቅም ያገናዘበ፣ ወቅታዊ እና ነባራዊ ሁኔታን መሠረት ያደረገ እንዲሆን” መሆኑ የአዋጁ ማብራሪያ ላይ ሰፍሯል። በተጨማሪም አዋጁ “ያለአግባብ የሚደረግ የቤት ኪራይ ዋጋ ጭማሪን እና የቤት ኪራይ ውል መቋረጥን የሚያስቀር” ስለመሆኑ ማብራሪያው ያትታል። 👉የኪራይ ጭማሪ፣ አከፋፈል እና ሕጋዊነት የመኖሪያ ቤት ኪራይ ዋጋን የተመለከተው የአዋጁ አንቀጽ የመኖሪያ ቤት አከራዮች በዘፈቀድ የኪራይ ዋጋ እንዳይጨምሩ ይከለክላል። አዋጁ፤ “[አከራይ] የኪራይ ዋጋ ጭማሪ ማድረግ የሚችለው ተቆጣጣሪው አካል በዓመት አንድ ጊዜ ነባራዊ የኢኮኖሚውን ሁኔታ እና ሌሎች አግባብነት ያላቸውን ጉዳዮች ከግምት በማስገባት ሊወስን የሚችለውን የመኖሪያ ቤት ኪራይ ጭማሪ መሠረት በማድረግ ነው” ብሏል። አክሎም በአዋጁ መሠረት የሚደረገው የመኖሪያ ቤት ኪራይ ጭማሪ፤ “በተቆጣጣሪው አካል በሰኔ አንድ ለሕዝብ ይፋ ተደርጎ ከሰኔ 30 ጀምሮ ለአንድ አመት የፀና ይሆናል” ይላል። “የቤት ኪራይ ውል ዘመን ሳይጠናቀቅ ተከራይን ከቤት ማስወጣት ወይም በዚህ አዋጅ ከተፈቀደው ሁኔታ ውጪ የዋጋ ጭማሪ ማድረግ አይቻልም” ሲል አዋጁ አስገዳጅ ድንጋጌ አስቀምጧል። በአዋጁ መሠረት ተቆጣጣሪ አካል ማለት የመኖሪያ ቤት ኪራይ ውልን እና ዋጋን እንዲቆጣጠር በክልሎች ወይም በአዲስ አበባ እና ድሬዳዋ ከተማ አስተዳደሮች የሚሰየም አካል ነው፡፡ ከዚህ በተጨማሪ አከራይ ከሁለት ወር የቤቱ ኪራይ በላይ ቅድመ ክፍያ መጠየቅ እንደማይችሉ አዋጁ ያትታል። የቤት ኪራይ ክፍያዎች በባንክ ወይም በሌላ ሕጋዊ የኤሌክትሮኒክ ዘዴ እንደሚፈጸሙ የሚደነግገው አዋጁ፤ አከራይ እና ተከራይ “የቤት ኪራይ ክፍያ ሰነዶችን አደራጅተው የመያዝ ግዴታ አለባቸው” ይላል። ማንኛውም የቤት ኪራይ ውል በጽሁፍ የሚደረግ ሆኖ በተቆጣጣሪው አካል መረጋገጥ እና መመዝገብ እንዳለበት አዋጁ ላይ ሰፍሯል። አክሎም ሁለቱም ወገኖች የቤት ኪራይ ውሉ በተፈረመ ሰላሳ ቀናት ውስጥ “ውሉን አቅርበው እንዲረጋገጥ እና እንዲመዘገብ የማድረግ ግዴታ አለባቸው።” በአዋጁ መሠረት “በዚህ አንቀጽ መሠረት ያልተረጋገጠ እና ያልተመዘገበ የመኖሪያ ቤት ኪራይ ውል እንዳልተደረገ ይቆጠራል።” አዋጁን ተከትሎ የሚደረግ መኖሪያ ቤት ኪራይ ውል ከሁለት ዓመት ሊያንስ እንደማይችል አዋጁ ያትታል። 👉የመኖሪያ ቤት ኪራይ ውል ስለማቋረጥ አዋጁ የደነገገው ሌላኛው ጉዳይ የመኖሪያ ቤት ኪራይ ውል ስለሚቋረጥበት ሂደት ነው። ማንኛውም ቤት ኪራይ ውል የኪራይ ዘመኑ ሳይጠናቀቅ በአከራይ እና ተከራይ ስምምነት ተከራይ ቤቱን መልቀቅ ሲፈልግ የሁለት ወር ቅድሚያ ማስጠንቀቂያ መስጠት ይኖርበታል። አከራይ ያለማስጠንቀቂያ የቤት ኪራይ ውሉን ማቋረጥ የሚችለው በሰባት ምክንያቶች ብቻ መሆኑ በአዋጁ ላይ ተመላክቷል። ከእነዚህ ምክንያቶች መካከል አንደኛው፤ “[ተከራዩ] ቤቱን ያለአከራዩ ፈቃድ ከመኖሪያነት ውጪ ወይም ለንግድ ሥራ የሚጠቀምበት ከሆነ” ነው። የቤት ኪራዩን በውሉ በተመለከተው የመክፈያ ጊዜ ለመጀመሪያ ከሆነ ከአስራ አምስት ቀን ካሳለፈ፣ ለሁለተኛ ጊዜ ደግሞ ከሆነ 7 ቀን ካሳለፈ አከራዩ ውሉን ሊያቋርጥ እንደሚችል አዋጁ ላይ ተመልክቷል። “[ተከራይ] በቤቱ ውስጥ የወንጀል ተግባር የሚፈጽም ወይም ቤቱን ለወንጀል መፈጸሚያ የሚጠቀምበት ከሆነ” አከራይ ውሉን ሊያቋርጥ ይችላል። የዜናው ምንጭ BBA Amharic ነው።

Ethiopian, Chinese Investors Break Ground On 6bln Birr Steel Factory In Mekelle. Addis Ababa, November 27, 2023 (FBC) A joint venture formed by Ethiopian and investors has unveiled construction of cement factory worth 6 billion birr in Mekelle City. President of the Tigray Interim Regional Administration, Getachew Reda and other regional officials have attended the groundbreaking for ‘Legend Steel Factory’ which is believed to create job opportunities for the 6,000 youths upon completion. It is stated on the launching ceremony that the construction of the steel factory will be completed within 10 months. Ethiopian investor Yared Tesfay acquires 75 percent of the stake in the joint venture while the remaining 25 percent of the share is owned by a Chinese businessman Lee Yon, it was stated on the groundbreaking ceremony.

Off-grid electrification scheme launches with USD340 mln projects. THE REPORTER| By;Nardos Yoseph,November 25, 2023. The Ethiopian Electric Utility (EEU) has initiated a World Bank-backed project that would see the electrification of up to 200 rural towns using off-grid power generation. Two international bidders have secured contracts worth over USD 339 million for the construction of 30 off-grid solar sites in five regional states. The Utility has signed four separate contracts with China-based JV of Nornico International and SAC (Godiang Nanging) Automation and ZTT. The 30 off-grid sites included in the contracts are spread across the Oromia (13), SNNPR (8), Somali (6), Gambella (2), and Sidama (1) regional states. “Contractors are mobilizing to the sites,” said EEU Project Portfolio Management Director Lemlem Mesganaw. The Director disclosed the EEU is also close to signing contracts for 50 additional sites. The 30 off-grid sites are set to be built in rural towns, from which electricity would be distributed to closeby deep rural areas. The sites are classified into three groups based on the power they generate. The contractors are obliged to construct solar grid systems and operate them for a period of six months following completion, simultaneously training EEU employees to take over once the contract runs out. The photovoltaic systems to be installed are expected to produce a total of 12,450 kwp of energy, connected to a direct current micro-grid system that will enable the efficient distribution of electricity to deep rural areas. The milestone EEU project is financed by a USD 500 million loan through the World Bank’s Access to Distributed Electricity and Lighting in Ethiopia (ADELE) initiative. The majority of the funding is allocated to the off-grid project, while USD 100 million is earmarked for infrastructure maintenance projects in 10 cities. The EEU, the Ministry of Water and Energy, and the Development Bank of Ethiopia (DBE) spearhead the project. The EEU is responsible for the installation and operation of the off-grid systems, while the Ministry and DBE take on roles in capacity building for the country’s fledgling solar energy industry. Addis Alem heads the team in charge of the project at MoWE. Addis explains the Ministry and DBE are responsible for fostering access to finance for local companies engaged in solar energy, with hopes of enabling them to distribute solar home systems to over 750,000 households, particularly in remote areas. “We have floated a contract notification to hire an international consulting firm, to consult on a viable financial incentive system that can be applicable for local solar companies and users as well as what the supply purpose incentive should look like,” said Addis. The Ministry and DBE are conducting a study on the applicability of both result-based financing and finance incentives to local companies, aiming to create an operational manual to implement the ADELE project. Access to finance is one of the main challenges investors in the Ethiopian solar energy market face. Foreign currency shortages, high collateral requirements from banks, and policy and regulatory issues are among the drawbacks holding local energy companies back from realizing their potential. “We need foreign currency to import items, working capital to widen our distribution networks, and operating capital to expand the supply chain and build necessary market infrastructure,” said Thomas Koepke, general manager of Fosera Solar Systems Manufacturing Plc. Government officials, on the other hand, argue for the need for further development. “The local solar energy companies do not have the capacity to provide us with what we need at the scale we require,” said Lemlem from EEU. Addis foresees that demands from local investors will be met when the DBE launches the finance portion of the ADELE project. In 2019, the federal government estimated a spending of USD 1.7 billion to set up 9.2 million off-grid connections by 2025.

Digging to Rescue 41 Workers Trapped in a Collapsed Tunnel in India Halted After Machine Breaks. Officials say they have stopped digging to rescue 41 construction workers who have been trapped for nearly two weeks in a collapsed tunnel in northern India after the drilling machine broke down. By Associated Press.Nov. 25, 2023| NEW DELHI (AP) — Attempts to reach 41 construction workers stuck in a collapsed tunnel in northern India for two weeks were again stymied Saturday. Rescuers had been working by hand to remove debris after the drilling machine they were using broke down a day earlier while making its way through the debris of rock, stones and metal, but the operation was halted on Saturday. Arnold Dix, an international expert assisting the rescue team at the accident site in Uttarakhand state, said it is unclear when the drilling will be able to start again. “The machine is busted. It is irreparable,” he told reporters. “The mountain has once again resisted the auger (machine).” The workers have been trapped since Nov. 12 when a landslide caused a portion of the 4.5-kilometer (2.8-mile) tunnel they were building to collapse about 200 meters (650 feet) from the entrance. The mountainous terrain in the area has proven to be a challenge for the drilling machine, which had earlier broken twice as rescue teams attempted to dig horizontally toward the trapped workers. The machine stopped working after it had drilled about 2 meters (6.5 feet) of the last stretch of 12 meters (40 feet) of rock debris that would open a passage for the workers to come out from the tunnel. Rescuers have inserted pipes into the dug-out channel and welded them together to serve as a passageway from where the men would be pulled out on wheeled stretchers. About 46 meters (151 feet) of pipe has been put in so far, according to Devendra Patwal, a disaster management officer. Meanwhile, a new drilling machine used to dig vertically was brought to the accident site Saturday. The vertical dig is seen as an alternative plan to reach the trapped men, and the rescuers have already created an access road to the top of the hill. However, rescue teams will need to dig 103 meters (338 feet) downward to reach the trapped workers — nearly double the distance of the horizontal shaft. Authorities have supplied the trapped workers with hot meals made of rice and lentils through a 6-inch (15-centimeter) pipe after days when they survived on dry food sent through a narrower pipe. Oxygen is being supplied through a separate pipe, and more than a dozen doctors, including psychiatrists, have been at the accident site monitoring their health. Most of the trapped workers are migrant laborers from across the country. Many of their families have traveled to the accident site, where they have camped out for days to get updates on the rescue effort and in hopes of seeing their relatives soon. The tunnel the workers were building was designed as part of the Chardham all-weather road, which will connect various Hindu pilgrimage sites. Some experts say the project, a flagship initiative of the federal government, will exacerbate fragile conditions in the upper Himalayas, where several towns are built atop landslide debris. Large numbers of pilgrims and tourists visit Uttarakhand’s many Hindu temples, with the number increasing over the years due to the continued construction of buildings and roadways.

Glencar, a leading UK construction company that was recently ranked amongst Europe’s fastest growing businesses, yesterday announced that it is been awarded the prestigious international ‘Helping the Environment Green Apple’ Award on its Bardon Hill project in Leicestershire.  The project saw the construction of a new 56,000 sq ft warehouse for JP Morgan with sustainability prioritised throughout the build process from energy consumption through to recycled material options. The International Green Apple Awards, presided over by The Green Organization honour achievements for International Environmental Best Practice and are much coveted.  The ceremony on the 20th November was held at the iconic Palace of Westminster and served as a momentous occasion both for the industry together with Glencar and its project delivery partners. The project brought together a paragon of highly sustainable, leading edge construction practices, integrating innovative and environmentally friendly techniques, alongside extensive waste management, recycling, resource efficiency and carbon reduction initiatives. Lime stabilisation and prefabricated steel frame construction were used to reduce energy consumption and promote recyclability.
