| 7 | Applications open for Okinawa/OIST Computational Neuroscience Course 2025 (OCNC 2025)
The aim of the Okinawa/OIST Computational Neuroscience Course is to provide opportunities for young researchers with theoretical backgrounds to learn the latest advances in neuroscience, and for those with experimental backgrounds to have hands-on experience in computational modeling.
We invite graduate students and postgraduate researchers to participate in the course, held from June 23th through July 10th, 2025 at an seafront seminar house of the Okinawa Institute of Science and Technology Graduate University. Applications are through the course web page (https://www.oist.jp/conference/ocnc-2025) only; January 1 - January 31, 2025.
Applicants will receive confirmation of acceptance end of March.
Like in preceding years, the 2025 OCNC will be a comprehensive three-week course covering single neurons, networks, and behaviors with ample time for student projects. The first week will focus exclusively on methods with hands-on tutorials during the afternoons, while the second and third weeks will have lectures by international and local experts. The course has a strong hands-on component based on student proposed modeling or data analysis projects, which are further refined with the help of a dedicated tutor. Applicants are required to propose their project at the time of application.
For the first time we charge a modest tuition fee of 60,000JPY. The sponsor will provide lodging and meals during the course. We hope that this course will be a good opportunity for theoretical and experimental neuroscientists to meet each other and to explore the attractive nature and culture of Okinawa, the southernmost island prefecture of Japan.

| 9 | Dear Colleagues,
The Idiap Research Institute in partnership with the Department of Mathematics at Mahidol University seek two PhD students to work on Bayesian Optimisation and training techniques for spiking neural networks. Funded by the Swiss NSF, one student will be based in Martigny in the Swiss alps, the other in Bangkok in Thailand. Exchanges between the two are planned.
Spiking neurons can be thought of as a type of recurrent neuron that communicates using short bursts of energy. Such neurons are much closer to current understanding of biological mechanisms than those used in current deep learning solutions. In addition to promising better understanding of biological processes, spiking nets have persuasive low-power implications. However, they present difficulties associated with their many hyperparameters, binary nature and non-differentiability of the emitted spikes.
At Idiap, the project will build on our recent work that has shown that spiking networks are plausible solutions for speech processing tasks. The Bayesian approach will be twofold: In a first thread we will attempt to show that prior information can compensate for discontinuities in the error landscape arising from the binary nature. In a second thread, we will use Bayesian Optimisation techniques to handle the increased number of hyperparameters associated with spiking neurons.
At Mahidol, the team will be responsible for designing frameworks for LPNet and neural networks to address the vehicle routing problem (VRP). The project will explore the effectiveness of these approaches in solving VRP and identify their limitations. The ultimate aim is to enhance VRP solutions through our spiking neural network (SNN) framework.
The ideal student should have a master's (or equivalent) degree in engineering, computer science, physics, or mathematics. They should have a good background in mathematics, statistics, and programming (C/C++, Python, scripting languages). Candidates should have a deep understanding of ANNs and, ideally, familiarity with SNNs.
For more information and to apply,
for Idiap: https://careers.werecruit.io/en/idiap/offers/phd---bayesian-methods-for-spiking-networks-57e954
for Mahidol: https://mathematics.sc.mahidol.ac.th/scholarship-for-phd-in-mathematics-swiss-nsf-en/
The SNSF SPIRIT program is especially concerned with gender and identity inclusivity; we will emphasize this through the hiring process. In this sense, we particularly encourage applications from female candidates.
Sincerely,
--

| 12 | Dear Everyone,
Hiroshi Yamakawa,
Chairperson of the Whole Brain Architecture Initiative (WBAI), Japan.
I'm pleased to announce that we will host the "1st International Whole Brain Architecture Workshop" as detailed below.
This workshop is a key activity in WBAI's efforts to develop human-like artificial intelligence. Specifically, we aim to share and utilize standardized Brain Reference Architecture (BRA) data and related data papers as design specifications for human-like AI. This workshop marks the first of its kind.
Brain-inspired AI systems with architectures similar to the human brain provide intrinsic high interpretability and human compatibility. This approach could effectively bridge the gap to more advanced artificial intelligence (AGI) This event will bring together researchers and experts from a wide range of disciplines, including neuroscience, cognitive science, and artificial intelligence, to understand and emulate the computational capabilities of the brain, and to share and leverage such data We look forward to serving as a catalyst.
We cordially invite you to participate in this exciting event.

| 16 | Hi everyone,
We made a free, open course on neuroscience for people with a machine learning or other quantitative background. You can use it to get started in computational neuroscience or just to indulge your neurocuriousity. I believe that neuroscience and ML can learn from each other and do better together than on their own.
The course has 34 short videos from introductory topics right up to recent discoveries we still don't fully understand. We also have practical exercises focussed on open ended discovery, fully compatible with Google Colab.
Check out the course website at:
https://neuro4ml.github.io/
Over the next year, I'll be turning this into an 'interactive textbook' with videos, text and runnable code in one place, and welcoming contributions on new topics, corrections, etc. through GitHub issues. All our materials are freely licensed for reuse in your own courses too.
Why this new course? There's a lot of intro neuroscience courses out there, and a lot of ML for neuroscientists, but I wanted this one to be specifically for quantitative people who are curious about the brain, interested in how it might be similar and different to ML.
We hope you'll enjoy it!
Thanks!

About the CaCTüS Internship program
cactus-internship.tuebingen.mpg.de
The sciences of biological and artificial intelligence are rapidly growing research fields that need enthusiastic minds with a keen interest in solving challenging questions. The Max Planck Institutes for Biological Cybernetics and Intelligent Systems as well as the AI Center in Tübingen & Stuttgart (Germany) offer up to 10 students at the Bachelor or Master level paid three-months internships during the summer of 2024. Successful applicants will work with top-level scientists on research projects spanning machine learning, electrical engineering, theoretical neuroscience, behavioral experiments, robotics and data analysis. The CaCTüS Internship is aimed at young scientists who are held back by personal, financial, regional or societal constraints to help them develop their research careers and gain access to first-class education. The program is designed to foster inclusion, diversity, equity and access to excellent scientific facilities. We specifically encourage applications from students living in low- and middle-income countries which are currently underrepresented in the Max Planck Society research community.
Application deadline: 4 December 2023
