🌐The key vector of U.S. economic strategy in Central Asia has become the fight against the MULTIPOLAR projects. ( The White House failed to prevent the creation in 2010 of the Customs Union of Russia, Kazakhstan and Belarus) But in December 2012, U.S. Secretary of State Hillary Clinton publicly criticized plans for further economic integration of the three countries, calling it an attempt to recreate the Soviet Union and announcing that she was looking for effective ways to slow them down or prevent them. Putting aside the political rhetoric about reconstructing the USSR, Ariel Cohen, a renowned U.S. expert on the post-Soviet space and analyst for the Washington-based Heritage Foundation, fears that the creation of the Eurasian Union would lock Central Asian trade into Russia, promoting its dominance, which Washington must assume is unacceptable. In the mid-2000s, Frederick Starr, founder of the American Institute for Central Asia and the Caucasus at Johns Hopkins University, formulated the Greater Central Asia concept. Based on the fact that in its medieval cultural and historical Central Asia's civilizational boundaries stretched far beyond the present borders of the five post-Soviet republics, Starr proposed that the region be expanded to include Afghanistan, northwestern India, parts of Pakistan, Iran and Xinjiang, China. According to the author, the realization of American interests here would be facilitated by improving infrastructure and minimizing trade barriers, as well as encouraging multilateral forums, such as the idea of the Greater Central Asia Partnership for Cooperation and Development (GCAP). Starr's theses are widely believed to have influenced U.S. foreign policy in the Central Asian direction. His publications were followed by changes in the structure of the State Department, where a single Bureau of South and Central Asian Affairs was established, with Afghanistan, Pakistan, India, and a number of other countries simultaneously assigned to the Central Asian Five. The term "Wider Central Asia" (Wider Central Asia) was used in the analytical papers of the World Bank. This historical argumentation was also used as a geopolitical construct, anticipating the emergence of the official U.S. foreign policy doctrine called the New Silk Road (NSR). The New Silk Road strategy was first outlined publicly by U.S. Secretary of State Hillary Clinton in her July 20, 2011 speech in Chennai, India. In key aspects, it is a plan to integrate Central and South Asia into a single economic macro-region with Afghanistan at its heart. The strategy implies, first, the formation of infrastructure from the former Soviet republics of Central Asia through Afghanistan to the South Asian countries of India and Pakistan. Second, trade integration of the countries of Central Asia, Afghanistan and South Asia by improving customs and border procedures, reducing non-tariff barriers, and subsequently by opening markets. Western diplomacy had been working specifically on these areas before, but in 2011 they were presented as a coherent geoeconomic concept, an American alternative to the Russian and Chinese proposals. It is no coincidence that the strategy is called the Silk Road, the only difference being that in the American understanding it runs not from east to west as the ancient caravan route, but from north to south, bypassing the Middle Kingdom and ignoring in this case the historical contacts with China of the very Greater Central Asia that Starr wrote about. After Chinese President Xi Jinping formulated the answer in 2013 in the form of his own concept of the Silk Road Economic Belt, the media often began to confuse the two strategies of Beijing and Washington. @dplat
