A layover occurs when a carrier or driver cannot continue the load and must wait for an extended period, often overnight or until the following day. A layover fee is the agreed compensation for that additional time and the truck’s lost availability.
Common causes include:
~Freight is not ready as scheduled.
~Pickup or delivery is moved to the next day.
~The facility closes or cancels the appointment.
~Load requirements change and the driver must remain available.
Layover compensation is not automatically established by federal law. Its amount and eligibility depend on the rate confirmation, carrier-broker agreement or customer policy.
🔎 Keep these terms separate:
Detention — usually hourly waiting beyond a facility’s free time.
Layover — a longer interruption, often lasting overnight or until the next day.
TONU — the truck was ordered but the load was canceled and the truck was not used.
📍 Practical example:
A driver arrives on time for a Tuesday 2:00 p.m. pickup, but the freight will not be ready until Wednesday at 9:00 a.m. Dispatch sends the arrival time to the broker, obtains written approval for a $250 layover, and requests a revised rate confirmation. The driver’s HOS and safe-parking plan must also be updated.
✅ What should dispatchers check?
~Actual arrival time and scheduled appointment.
~The cause of the delay and who requested the wait.
~Whether the broker or customer was notified promptly.
~Layover terms and amount in the rate confirmation.
~Written approval and a revised rate confirmation.
~The driver’s HOS, parking and revised appointment plan.
~Cargo custody if the trailer is already loaded or sealed.
❌ Common mistake:
Assuming an overnight delay automatically qualifies for layover pay. Failing to obtain written approval for the amount can create a billing dispute later.

POD—Proof of Delivery is a document or electronic record confirming that freight was delivered to the receiver.
In trucking, the POD is often the receiver-signed BOL or delivery receipt. It may show the delivery date and time, the person accepting the freight and its condition.

📍 Practical example:
A driver delivers 20 pallets. The receiver records the delivery time and signs the BOL. The driver photographs every page clearly and sends it to dispatch. Dispatch submits the POD and rate confirmation to billing.
If only 19 pallets were accepted, that discrepancy should be documented before the driver leaves.
✅ What should dispatchers check?
~The correct load, BOL or PO number.
~Delivery address and actual date and time.
~Receiver’s printed name, signature or facility stamp.
~Piece and pallet count.
~Notes concerning shortages, damage, rejected freight or other exceptions.
~Every page is complete and legible.
The POD was submitted within the broker’s required deadline.
❌ Common mistake:
Submitting a gate check-in screenshot or an unsigned, unreadable document as the POD. The broker may reject it and delay payment to the carrier.
A POD does not always mean the freight was delivered without problems. If the receiver notes damage or a shortage, dispatch should immediately notify the broker and the carrier’s safety or claims team.

Signing without reviewing the BOL or sending only its first page. Errors, shortages and visible damage should be documented before the driver leaves the facility.
At delivery, the receiver-signed BOL is commonly used as the POD—Proof of Delivery.

📌 ICE has launched a new hotline at 866-347-2423. It can be used to report CDL fraud or a driver who does not have legal status in the US.
📌 This is part of the US government's campaign to increase vetting of foreign truck drivers. Since March, new requirements have limited the ability of some foreign drivers to obtain or renew their CDLs.
According to the government, more than 800 dangerous drivers, including 51 illegal immigrants, were removed from the roads during Operation Highway Shield in August.
