Deliverance is for the baptized believer. People who have not yet believed can still receive deliverance, but they must turn their lives over to Jesus after the deliverance, or the demons just come back, and possibly with more demons!
The prerequisite for deliverance is the Passover Lamb. Before God delivered Israel, they celebrated the Passover, and deliverance followed. If you put your faith in Jesus, you are prepared for freedom.

09 Who Will You Leave Behind?
Satan will try to bargain with us, but we should never concede ground to him. We have the upper hand. He is defeated.
So Moses and Aaron were brought back to Pharaoh, and he said to them, “Go, serve the Lord your God! Who are the ones going?” Exodus 10:8 NASB
Sometimes, Satan may get weary of dealing with us, but he says, “I will have their children.” But I will not leave my children behind. Jesus prayed, saying to God the Father, “Of those whom You have given Me I lost not one.” John 18:9
I love Moses’ response to Pharoah’s question: “Who is going with you?”
Moses replied, “We shall go with our young and with our old; with our sons and our daughters, with our flocks and our herds we shall go…” Exodus 10:9
Pharaoh was taken aback by Moses’ boldness and declared, “The LORD will certainly need to be with you if I let you take your little ones!” Exodus 10:10 NLT.

10 Receive the Holy Spirit
Then the Lord God formed man of dust from the ground, and breathed into his nostrils the breath of life; and man became a living being.

You cannot be born again without being born of the Spirit. The Hebrew word for breath, “Rauch,” is also the word for “spirit.” God’s breath is God’s Spirit, and you cannot live without it. Everyone alive has a spirit, but it isn’t united with the Holy Spirit until you are born again.

Every true Christian is born of the Spirit. But many Christians, especially in the West, are very rooted in the soulish realm.
We function out of our minds only and neglect the spirit because we have inherited a materialism that says, “Only what you touch is real.” But the foundation of life is spirit. The spirit then gives birth to the material.

I think too many Christians don't want all of the devil's works destroyed because they possess some of his things as treasures.

God is listening to the groanings of His people, which is why He also gives us the Holy Spirit to help us to pray perfectly.

Freedom begins with groaning in the Spirit and wrestling with God in prayer. Freedom requires tenacity. We must honestly want freedom and be willing to pay a price for it.
The Lord says, “I am the Lord, and I will bring you out from their bondage. I will also redeem you with an outstretched arm and with great judgments.” Exodus 6:6
When freedom is at hand, God will call us to be active players in deliverance.

God doesn't just send a deliverer, just like He didn't only send Jesus; He also sent the disciples. Jesus won the war, but His people appropriate the victory.

25 The Power of Things We Do Everyday
Anything you do over and over, everyday, will have a profound effect on your life and the lives around you. What do you faithfully do everyday? Drink coffee or wine? Watch a few hours of television? Play games on your phone? Whatever it is, it is effecting your life and the cultural life of your family. Your kids are watching and learning, your spouse is watching, your community is effected.
What if you began to pray every day? What if you read Scripture out-loud every day? What if you only listened to Christian worship music every day? What if you spent 15 minutes to have conversation with your kids at night, everyday?
It’s the things we do everyday that create strongholds of good or evil in our lives. If there is no intention behind our daily routines, we undoubtedly have evil strongholds because sin is the default behavior of humans. Today is the day to begin to tear down the idols and build up the altars of worship. Today is the day to begin a devotional life to Jesus.
So then, be careful how you walk, not as unwise people but as wise, making themost of your time, because the days are evil.

33 We should not let the devil scare us. Some people think, “Well, I don't want the devil attacking me, so I won't try to do anything to upset him.” This is very faulty thinking. The devil comes only to steal, kill, and destroy. If you advance the Kingdom of God, the devil will attack you. But if you do nothing, the devil will steal, destroy, and kill you. Their is no neutral position in this cosmic struggle.
You are God’s prized possession and His image-bearer. God grants you authority to rule on the earth and the devil is insanely jealous for what God gave you. 34 We Have Deliverance
“In the King, and through His blood, we have deliverance—that is, our sins have been forgiven—through the wealth of his grace which he lavished on us.”
Ephesians 1:7 NTFE
Many Christians believe that they received all the deliverance they needed when they were first born again. After all, doesn't Paul say in Ephesians 1:7 above that “we have deliverance”? Indeed, he does. But there are many things we possess or have access to in Christ, and yet, we don't take advantage of them because there are still applicable conditions at play.
The Apostle Paul also says that we “have forgiveness,” yet Jesus said we must forgive to be forgiven (Matthew 6:15).
The reason Paul writes these encouraging words to the Church in Ephesus is to remind them to access what they already have. Forgiveness and deliverance are a believer’s birthright, but they are still accessible only through the proper conditions. Deliverance isn't automatic for the believer any more than forgiveness. You have to forgive to be forgiven, and you have to renounce evil to be separated from it.
Apart from Jesus, you could never be forgiven or delivered. Salvation is a free gift because you could never earn it. Nevertheless, conditions still apply. You must repent.
Repentance does NOT mean “clean up your life first and then receive a blessing.” Repentance is a change of mind, so renouncing lies and sin is a vital part of deliverance. The deliverance that is yours is accessed only when you come out of agreement with the devil. Once you break agreement with the devil, the grace of God sweeps in to remove iniquity, guilt, shame, and the legal rights of every evil spirit or curse that accessed us through our agreement. 35 There is a lot of talk these days about “toxic” relationships. A “toxic” person is simply an average person needing deliverance. “Toxic leadership,” for example, is controlling, intimidating, and manipulative leadership; it is a witchcraft spirit operating in a person or organization. The Western world seems full of toxicity, and that is because we don't acknowledge enough the influence of the spiritual realms in our lives. The healing of our nation and culture will also be the deliverance of our nation and culture.
