Clerks ran purchases as βEBT foodβ or βEBT cash,β violating federal law (7 CFR 278 and 7 U.S.C 2012). When we confronted those involved, they denied the transactions had occurred and one individual threatened to shoot us.
James O'Keefe confirmed with an NY EBT representative that drugs cannot be purchased directly with an EBT card, but withdrawn EBT Cash benefits can be spent on anything, including drugs or alcohol.
The investigation uncovered even more. One smoke shop issued a receipt bearing the name of an unrelated business. Employees there denied any connection, suggesting a cloned payment terminal consistent with transaction laundering or merchant identity fraud under 18 U.S.C. Β§ 1343.
