MIUI China now has built-in forced security scanner to scan sideloaded apps. If the app may violate Chinese laws, MIUI will report to the police and force users to cancel the installation.
In this screenshot, the user is forced to cancel the installation of Telegram because it may be a scam app according to MIUI.
In another case, a user was called by local police due to installation of porn apps on his Xiaomi device.

The Ministry of Industry and Information Technology of China issued the "Notice on Carrying out the Recording Work of Mobile Internet Applications", which has now begun to require APP applications to be filed and registered. The key requirement is that equipment manufacturers shall not provide network access for APPs without filing!
This clause can basically be regarded as blocking the behavior that users can use adb and other methods to bypass censorship and install APP before.
At the same time, Xiaomi mobile phones have taken the lead in completely prohibiting the installation of "sensitive" apps such as telegram. After this regulatory upgrade, no matter whether the user turns on/off "virus scanning", "security guard" and other function settings, it is no longer possible to bypass this restriction!
If the CCP government enforces this article, in the worst case, all mobile devices produced in China after April next year will return to the era of "feature phones"!
