ការសិក្សាស្រាវជ្រាវថ្មីមានបំណងបញ្ឈប់ការជួញដូរសត្វទន្សោង និងទោចម្កុដខុសច្បាប់ក្នុងខេត្តព្រះវិហារ ! 🐒🦌 ការរៀបចំវិធានការឱ្យមានប្រសិទ្ធភាព ដើម្បីទប់ស្កាត់ការផ្គត់ផ្គង់សត្វព្រៃ ទាមទារព័ត៌មានលម្អិតអំពីជនល្មើស និងអ្នកពាក់ព័ន្ធសំខាន់ៗក្នុងការជួញដូរសត្វព្រៃខុសច្បាប់។ គម្រោង USAID អភិរក្ស កំពុងធ្វើការវិភាគខ្សែសង្វាក់ឧក្រិដ្ឋកម្ម ដើម្បីស្វែងយល់ពីការជួញដូរសត្វទន្សោង និងសត្វទោចម្កុដខុសច្បាប់នៅក្នុងខេត្តព្រះវិហារ។ អង្គការ WCS បានទទួលមូលនិធិដើម្បីធ្វើការសិក្សាមួយនេះ។ ថ្មីៗនេះ WCS បានបញ្ចប់វិធីសាស្រ្តស្រាវជ្រាវលម្អិតសម្រាប់ការសិក្សានេះ។ ការសិក្សានេះនឹងកំណត់អត្តសញ្ញាណតួអង្គសំខាន់ៗក្នុងការជួញដូរសត្វព្រៃខុសច្បាប់ ពិនិត្យមើលកត្តាជំរុញសេដ្ឋកិច្ចសង្គមរបស់ជនល្មើស និងពិនិត្យមើលប្រសិទ្ធភាពនៃការអនុវត្តច្បាប់ និងវិធានការអភិរក្ស។ ការសិក្សានេះនឹងរួមបញ្ចូលការសម្ភាសន៍ និងការពិភាក្សាជាក្រុមជាមួយភាគីពាក់ព័ន្ធដូចជា បុគ្គលិកអង្គការ WCS អ្នកប្រមាញ់ មន្ត្រីអនុវត្តច្បាប់ មេភូមិ និងអ្នកលក់សាច់សត្វព្រៃ។ ការសិក្សានេះក៏នឹងប្រើប្រាស់ទិន្នន័យបានមកពីឧទ្យានុរក្ស និងការល្បាតសហគមន៍ដែលប្រើប្រាស់ឧបករណ៍តាមដាន និងរាយការណ៍ SMART ផងដែរ។ ទិន្នន័យទទួលបាននឹងត្រូវបានប្រើដើម្បីបង្កើតជាស្គ្រីបឧក្រិដ្ឋកម្ម ដែលបង្ហាញពីជំហាននីមួយៗនៃសកម្មភាព និងការសម្រេចចិត្តទាក់ទងនឹងការជួញដូរ សត្វទន្សោង និងសត្វទោចម្កុដខុសច្បាប់។ បន្ទាប់ពីបង្កើតស្គ្រីបឧក្រិដ្ឋកម្ម ការពិគ្រោះយោបល់នឹងធ្វើឡើងជាមួយសមាជិកសហគមន៍តំបន់ការពារធម្មជាតិ បុគ្គលិកអង្កការ WCS មេភូមិ និងអាជ្ញាធរមូលដ្ឋាន និងខេត្ត ដើម្បីរៀបចំវិធានការបង្ការក្នុងដំណាក់កាលនីមួយៗនៃខ្សែសង្វាក់ឧក្រិដ្ឋកម្ម។ ការរកឃើញនិងអនុសាសន៍ពីការស្រាវជ្រាវនេះនឹងត្រូវបានប្រើដើម្បីរៀបចំអន្តរាគមន៍ដើម្បីកាត់បន្ថយឧក្រិដ្ឋកម្មសត្វព្រៃដោយកំណត់ គោលដៅមនុស្ស ទីកន្លែង និងអាកប្បកិរិយា ដែលមាននៅក្នុងស្គ្រីបបទឧក្រិដ្ឋកម្មសត្វព្រៃនោះ។ គម្រោង USAID អភិរក្ស នឹងអនុវត្តអនុសាសន៍ទាំងនោះ ក្នុងគោលបំណងកាត់បន្ថយការផ្គត់ផ្គង់សាច់សត្វព្រៃ ហើយជាលទ្ធផលកាត់បន្ថយការជួញដូរសាច់សត្វព្រៃនៅកម្ពុជា។ - New study aims to stop illegal banteng and gibbon trade in Preah Vihear! 🐒🦌 Designing effective prevention measures to stem the supply of bushmeat requires detailed information about the offenders and key actors involved in the illegal wildlife trade. USAID Conserve is conducting a chain of criminality analysis to understand the illegal trade of banteng and gibbons in Preah Vihear province. The Wildlife Conservation Society (WCS) received a grant to carry out this study. WCS recently finalized the detailed research methodology for the study. The study will identify key actors in the illegal wildlife trade, examine the socio-economic drivers of offenders, and review the effectiveness of law enforcement and conservation measures. The study will include individual interviews and focus group discussions with stakeholders such as WCS staff, hunters, law enforcement officers, village chiefs, and bushmeat sellers. The study will also utilize data from ranger and community patrols from the Spatial Monitoring and Reporting Tool (SMART). Qualitative and quantitative data will be used to develop crime scripts, which are step-by-step accounts of the actions and decisions made related to the illegal trafficking and trade of banteng and gibbons. After developing crime scripts, consultations will take place with community protected area members, WCS staff, village chiefs, and local and provincial government authorities to design preventative actions for each stage of the chain of criminality. Findings and recommendations from this research will be used to design interventions to reduce wildlife crime by targeting the people, places, and behaviors identified through the wildlife crime script. The three-day training, attended by ten community members, built the capacity of CPA members in native chicken raising and climate resilient vegetable farming. Held at the Boeng Kachhang CPA, the training combined classroom instruction with practical, hands-on sessions. Topics explored during the chicken raising training included selecting and breeding chickens, scaling up chicken production, preparing climate resilient chicken houses, feeding and watering practices, vaccination, and disease management and treatment. The vegetable farming training addressed soil management, crop management and harvesting, composting with solid and liquid materials, and pest management. Trainers facilitated the development of action plans by community members to implement the new livelihood activities, ensuring that the knowledge gained will be put into practice. This training is crucial for communities, as it addresses gaps identified during the initial organizational capacity assessment undertaken by the community and USAID Conserve prior to issuing a small grant to the CPA from USAID Conserve. Meetings took place in Kampong Thom, Koh Kong, Preah Vihear, Pursat, Battambang, Stung Treng, and Kratie provinces. In addition to CBO representatives, grant signing ceremonies were witnessed by local and provincial authorities, community members, and CBO Grant Technical Coordination (GTC) partners. Following the grant signing ceremony CBOs were provided with an adult and child safeguarding and reporting training, reviewed the CBO grant workplan, discussed compliance with grant agreement terms and conditions, learned about grant reporting mechanisms, and participated in a record-keeping training. 💡 Providing direct grants to CBOs is the foundation of USAID Conserve’s approach to locally led environmental conservation and community development. CBO grants improve the institutional and technical capacities of CBOs, enhance local livelihoods, engage in carbon financing projects, and conserve community-managed ecosystems. CBOs are the frontline defenders of protected areas, playing a crucial role in safeguarding natural resources and conserving wildlife. By improving the livelihoods of local communities, the pressure on natural resources is reduced. USAID Conserve recently provided a three-day training on financial literacy and business plan development to the Boeung Kachhang community protected area (CPA) in Koh Kong province. The training focused on how to develop a three-year business plan for the wildlife friendly and climate resilient livelihoods opportunities identified by communities. Topics discussed included business rationale, client identification, market analysis, cash flow projections, income statements, expenditures, loans, and capital requirements. The training also included basic principles of financial management and bookkeeping. Following the training the CPA will develop a comprehensive business plan which covers the livelihoods activities being implemented by the CPA, including ecotourism, mud crab farming, fish and shrimp drying, horticulture, and chicken raising. Business planning provides communities with a framework for assessing the investment requirements and revenue projections for community provided goods and services. Financial planning enables community members to make informed decisions about proposed capital investments, using community-based savings and loan schemes, and conducting cost-benefit analysis of micro-finance loans. Engagement in national level forums is important for Community Protected Area (CPA) representatives. USAID Conserve supported representatives from 17 CPAs from the Prey Lang Extended Landscape and coastal areas of Cambodia to attend the National Consultation Workshop on Community Protected Areas organized by the Ministry of Environment on October 21-22, 2024. The two-day workshop, held at the Ministry of Environment in Phnom Penh, brought together 240 participants, including representatives of CPAs, local authorities, relevant ministries, provincial departments of environment, NGOs, the private sector and development partners. The workshop provided participants with information about CPA administration and outlined actionable steps for improved CPA management. Key discussion topics included mechanisms and policies to improve local livelihoods and techniques to monitor and evaluate forest cover within CPAs. To facilitate discussion among workshop participants a combination of presentations, panels, and break-out group discussions were utilized. Engagement in national level forums is important for CPA representatives. Forums allow CPA members to express their perspectives on the challenges they are facing to effectively manage their CPAs and improve local livelihoods. Through dialogue sessions with provincial and national authorities tangible solutions to CPA issues can be discussed and action plans to address shared challenges developed. Each month CPA members report at their monthly commune council meetings about CPA activities and what additional support the CPA requires from local authorities. These reports have been well received by local authorities who have committed publicly to addressing concerns raised by the CPA. For example, CPA members have informed the commune authorities that for their mangrove and fisheries patrolling to be more effective it is critical that local authorities also participate in the patrols. Subsequently, commune authorities have joined the CPA members in their patrolling efforts, highlighting their commitment to the mission of the Boeung Kachang CPA. Providing direct grants to community-based organizations (CBOs) is the foundation of USAID Conserve’s approach to locally led environmental conservation and community development. Direct grant funding empowers communities to actively engage with local authorities, ensuring their conservation efforts are supported and sustained. During each meeting the USAID Conserve team and its conservation partners provided provincial authorities with an overview of the projects approach to support community-based organizations through direct grants, improved livelihoods, and long-term financing through carbon projects. The USAID Conserve team also briefed provincial authorities on how the project will combat wildlife trafficking through social behavior change communications. 🌳 Provincial authorities embraced the objectives of USAID Conserve and committed to supporting the project to conserve Cambodia’s natural resources and support local communities. Grants were provided to two community protected areas - Mlu Prey Kurb and Sambo Aphiwoat in Preah Vihear province – and five community fisheries (CFi) - Kampong Prohok, Anlung Ta Our, Prek Toal, Tvang, and Kbal Toal in Prek Toal, Tonle Sap, Battambang province, and one CFi, Phat Sanday, in the Tonle Sap, Kampong Thom province. The signing ceremony, witnessed by USAID Cambodia, relevant provincial departments, commune chiefs, and community members, contributes to USAID Conserve’s plan to provide a total of 278 direct grants to CBOs. ✍️ Before the agreements were signed, each community presented their project plans to local stakeholders to secure their support and buy-in. Local authorities noted that they were well-informed of CBO activities, and they committed to supporting CBO grant implementation. The essential elements of each CBO grant include enhancing the institutional capacity of CBOs, improving local livelihoods, engaging in carbon financing projects, and conserving community-managed ecosystems. Providing direct grants to CBOs is the foundation of USAID Conserve’s approach to locally led environmental conservation and community development. CBOs are the frontline defenders of protected areas, playing a crucial role in safeguarding natural resources and conserving wildlife. By improving the livelihoods of local communities, the pressure on natural resources is reduced.
