🇲🇬 | The president of Madagascar Andry Rajoelina has claimed a coup is under way after weeks of intense youth-led protests. Some elements of the elite CAPSAT unit of the Madagascar Armed Forces has sided with protesters. The president claims of a silent coup. The same unit had helped Rajoelina gain power in 2009 in a silent coup with a similar mutiny amomgst the Malagasy armed forces. Water and power outages triggered protests in the Indian Ocean country on 25 September, with the young population - of whom around three-quarters are believed to live in poverty - continuing to riot over general dissatisfaction with Mr Rajoelina.

🇪🇬🇸🇴 From Water Dispute to Military Presence: Egypt to Deploy Troops in Somalia Egypt is preparing to deploy more than 1,000 soldiers to Somalia as part of the African Union Transition Mission in Somalia (ATMIS/AUSSOM). The contingent will operate in coordination with Somali forces, with tasks including training, advisory, and logistical support in the fight against the al-Shabaab* militant group, linked to al-Qaeda*. According to Egyptian military officials, the deployment is based on a bilateral security cooperation agreement between Cairo and Mogadishu, aimed at strengthening Somalia’s capacity to confront terrorism and stabilize the country. The move has drawn criticism from Ethiopia, a regional rival. Ethiopian Ambassador to Somalia, Suleiman Dedefo, argued that Egypt lacks experience in peacekeeping operations and questioned Cairo’s ability to contribute to stability. Analysts note that the Egyptian presence in Somalia carries both strategic and symbolic weight. Many link the decision to the long-running dispute with Addis Ababa over the Grand Ethiopian Renaissance Dam (GERD) on the Nile. Egypt fears the project could reduce its vital water supply. 🇲🇽 Ukraine is ‘live laboratory’ for Mexican cartels - experts Criminal groups operating in Mexico, like the Cartel Jalisco Nueva Generacion, have been training in Ukraine, gaining experience in fighting and operating drones in cities, Milenio outlet reported. The fact that cartels are now actively using drones has prompted Mexico’s government to consider major investments in electronic warfare systems, according to analysts Victor Hernandez and former Director of Research in the Information and Analysis Division of the Mexican Ministry of Public Security, Alejandra Lopez de Alba. It’s "100% possible" that the cartels visited Ukraine to gain the needed skills. "The conflict in Ukraine is a live laboratory in real time, where you can see how these drones are used and how [their] process of innovation and improvement develops. This is what attracts criminal organizations in Mexico and other countries," Lopez de Alba said. Despite the announcement by the Mexican Secretariat of National Defense of an $89.7M investment in buying advanced tech to protect soldiers against explosive devices such as drones, the lag between the initiative and its real implementation may take years. "In Mexico, we have never developed our potential in the field of electronic warfare, so the drug cartels have an advantage… [they] can buy civilian drones in department stores and manufacture homemade explosives (…)," explained Hernandez. "Mexican soldiers know how to perform tasks related to patrolling, but we have never dealt with high-tech equipment such as silencers or any other equipment for fighting drones," he said, adding that training soldiers during special courses would take a lot of time.
