Replacement migration is not a theory, it's an official concept and policy as documented by the UN in "Replacement Migration: Is it A Solution to Declining and Ageing Populations". Usually, they don't address the "WHY" an aging and declining population is seen as a problem by "them". You'll find a hint in the above mentioned document:

"The numbers of migrants needed to offset declines in the working-age population are significantly larger than those needed to offset total population decline. Whether those larger numbers of migrants are within the realm of options open to Governments depends to a great extent on the social, economic and political circumstances of the particular country or region."

In other words, it's about shrinking markets and shrinking workforce, which translates into rising costs and diminishing returns for most multinational corporations - meaning less profits for investors. This is the "them" who are pushing for work migration to maintain their profits. Naturally, they want ever more workers and consumers. That's the only reason why anyone would think of mass migration as a good idea.

Deputy Minister of Defense Timur Ivanov, who was recently arrested for corruption (and possibly for treason, but that's a rumour) apparently had several luxurious dwellings. In the video you see his villa on the Volga, and the image is his house in the centre of Moscow. The suspicions of corruption are not new, though. If you want to 'rebuild' Ukraine, that requires a lasting peace with Russia, otherwise the investments make no sense because they will immediately be destroyed again. But if lasting peace has been achieved, the 10.1 billion Swiss francs will not be needed, or not in full. So the question is, how well thought out is the whole thing?

That's not a core tenet of Western civilisation, though, it's rather a perversion thereof. Fundamental rights of the individual and equality before the law are two of the core beliefs of Western civilisation. So the strong/weak dichotomy does not determine relationships, as the strong is prevented from imposing his will on the weak by the law and the fundamental rights of the weak. Unfortunately, there is another core feature of Western civilisation, which contradicts the above mentioned. It is that equality before the law is often non-existent, and it is wealth that determines status and the rights an individual has, and in that respect it is the 'strong' that victimise the 'weak'. Whether this needs to be framed in the good/bad dichotomy is a moral judgement and is another question entirely.
