Also, the US air force is powerless (you must have seen in movies and videos), because every aircraft has a flyworthy range. There's no hostile neighbor in that range for USA. Hence USAF isn't maintained like a powerful force. The same analogy DOESN'T apply to India.

The reason why government is not making the confirm appointment is beacuse it is said that CDS is responsible for creation of theater commands, and current/ex chiefs hold views different than that of the givt right now. Hence the appointment is delayed. Admiral Karambir singh is so far being claimed as a frontrunner for the post since Gen Narawane disagrees to the way theaterisation is happening. However, adm has his own reservations and thus the appointment is delayed. This also brings to the fore the question of which force is most powerful. This is a meaningless debate as the answer changes with time and space. USA has no neighbors and so a strong navy suits it. India has active warfare with land neighbors and so an strong army is needed. However as time passes IAF and Navy have to be equally powerful, or even more important. Having theater commands in long run will make this question meaningless as all three forces will act in synchrony like a single force, unlike the current system - which acts like a feudal hierarchy at times, showing non cooperation with each other. Theater commands are very important as we have limited resources, but we need good outcomes from the same.
