BPA PORTAL DOWNTIME NOTIFICATION & INTERIM MEASURES TO CONTINUE MED TREATMENT Dear ECHS RC Directors, 1. UTI-ITSL has intimated that there is an outrage in M/s RailTel Data Centre site since 26 SEP 24 (0630 AM). 2. The resolution of the problem would likely to take some more time. This would affect all the services related to BPA Pan India. 3. As the interruption to BPA portal is affecting med treatment to ECHS beneficiaries, so as an interim measure a permission is granted by CO ECHS to allow emp hospitals for OPD/IPD med treatment in offline mode till 28 SEP 24 (0800 Hrs). The same will be reviewed as any update from UTI-ITSL is received. 4. For Emergency/ Admission Notification, Emp hospitals will be exempted from late notifications of referral/emergency admissions or delayed submissions during the downtime pd. 5. Dir RCs have to immediately inform all Emp hospitals to continue giving medical treatment to ECHS beneficiaries. A window of 4 hours will be opened for all emp hospitals from 1000 hr to 1400 hr on 28 SEP 24 for generating the Claim IDs of OPD/IPD med treatment given in offline mode during the period. 6. All Bill processing related tasks will remain affected during the pd & it has to be postponed & executed at a later stage. Regards

ANNUAL LIFE CERTIFICATE GUIDELINES For all pensioners migrated to SPARSH the date of submission of Life certificate is the last date of the month in which the last certificate was submitted on SPARSH. If you are not likely to be in India when the life certificate is due you may submit the Life certificate just before leaving the country. For those not yet migrated the months for submitting ALC are as follows 1. Those above 80- October and November 2. Others November Annual Identification/Life Certification can be done via the following means: 1. Via the Digital Jeevan Pramaan online/Jeevan Pramaan Face App For Android Users. 2. SPARSH Pensioner: Please choose Sanctioning Authority as “Defence – PCDA (P) Allahabad” & Disbursing Authority as “SPARSH – PCDA (Pensions) Allahabad”.  SPARSH Pensioners can also complete Annual Identification/Life Certification by logging as follows a) Login to SPARSH( https://sparsh.defencepension.gov.in/) b) Download Manual Life Certificate (MLC by choosing Aadhar Based Digital Life Certificate or Manual Life certificate c) If you choose MLC download it ,get it completed by authorized signatories ( See below for List)and then upload it in PDF format following online instructions. 4. Legacy Pensioner (pre-2016 Retiree) who has not yet migrated to SPARSH can perform their Life Certification as was being done by them in previous years. For performing life certification through Jeevan Pramaan, they have to select respective Sanctioning Authority as “Defence – Jt.CDA(AF) Subroto Park” or Defence – PCDA (P) Allahabad” or “Defence – PCDA (Navy) Mumbai & Disbursing Authority as your respective pension disbursing bank/DPDO etc. LIST OF WHO CAN SIGN THE LIFE CERTIFICATE? Life certificates issued/signed by one or other of the following authorities/persons can be accepted:- i. A serving or pensioned person exercising the powers of a Magistrate under the criminal procedure code (Act-V of 1898). ii. A registrar or sub-registrar appointed under the Indian Registration Act 1908 (XVI of 1908). iii. A Gazetted Officer. iv. A Munsif. v. A police officer not below the rank of Sub-Inspector incharge of Police station. vi. Post Master, a Departmental Sub-Post Master or an Inspector of Post Office. vii. Officers of the Reserve Bank of India and other PSBs in respect of pensioners drawing pension from Banks. viii. The head of the village Panchayat, Gram Panchayat or Head of an executive committee of a village. ix. Retired Commissioned Officers of the Armed Forces in respect of pension bill form IAFA-319 of Commissioned.

Jai Hind, Update from DPCC, PCDA(P), Prayagraj. -From 20 Sep 2024 evening onwards, SPARSH PPOs for OROP-III entitlements have started generating by PCDA Pryagraj. -Revised pension as per OROP-III will also be paid to all affected pensioners from this month. -Further, PCDA(P) has launched spl drive to update imp fields in SPARSH database in r/o affected pensioners whose pension have been migrated with AS_IS 1&2 and AS_IS3 status. RO wise lists (in excel sheet) of such pensioners have also been shared with Record Offices. - Most likely pensioners of these cat will also get benefits of OROP-III. Regards🙏
