✅ That letter is literally accurate and still misleading: the consent condition sits in the forest clearance process, under the Forest (Conservation) Act, 1980 and a 2009 Environment Ministry circular, not in the text of the Forest Rights Act itself.
✅ A parliamentary committee now wants the consent of most rather than all affected gram sabhas to suffice. At a 70 to 75 per cent threshold a developer could bypass the one village standing inside a proposed reservoir while collecting certificates from villages barely affected.
