One of the great scandals of the Iraq War was not just the war itself, but what happened to the money afterwards.
Between 2003 and 2004, around $12 billion in physical cash was flown into Iraq aboard military aircraft, stacked on pallets of $100 bills and distributed in the middle of an active war zone, in what became one of the largest cash transfers in modern history. Hundreds of tonnes of cash, handed out with astonishingly little oversight.
Years later, the man tasked with investigating what happened to much of it, Special Inspector General Stuart W. Bowen Jr., was still unable to account for billions of dollars.
His investigations uncovered fraud, waste, corruption, missing records, cash distributions without receipts and reconstruction projects that consumed fortunes whilst delivering very little in return.
Even more remarkably, investigators reportedly traced between $1.2 and $1.6 billion to a bunker in Lebanon, yet no serious effort was ever made to recover the money.
