The Foreign Policy Community of Indonesia (FPCI) is conducting their annual ASEAN-China survey and are seeking students, lecturers, academia, business community, journalists, researchers, analysts, government officials from all ASEAN countries including Singapore. We are pleased to inform you that the application for the ASEAN-China Young Leaders Scholarship (ACYLS) 2022 Programme is now open to scholars, researchers, and graduate students of AUN Member Universities and AUN Thematic Networks. ACYLS is an initiative in response to the call of the Leaders of the People’s Republic of China (PRC) and ASEAN Member States (AMS) to increase people-to-people exchanges, strengthen educational cooperation and promote academic exchanges and linkages between AMS and the PRC. It aims to foster socio-cultural and people-to-people exchanges to build a closer ASEAN-China community with a shared future. The scholarship provides a rare and unique opportunity for ASEAN professionals and future leaders to enrich their knowledge, broaden their horizons, develop work skills, and improve their competitiveness while enhancing their life experiences by living and studying in China. ACYLS provides a full scholarship award covering all program-related expenses such as (i) tuition and other school fees, (ii) accommodation, (iii) round-trip international airfare, (iv) comprehensive medical insurance, and (v) stipends. The 2022 intake of ACYLS includes awards for (i) master’s degree programmes, (ii) doctoral programmes, and (iii) one-semester (4-5 months) research scholarship programmes. Dispossession and Resistance in an Urbanizing Wetland of Vientiane, Laos (Wednesday, 19th January 2022, 3pm - 4.30pm) About Once considered a sleepy backwater of Southeast Asia, Vientiane, the national capital of Laos, has expanded rapidly in population, extent, and economic activity over the past two decades. Wetlands on the urban periphery have been enclosed to make way for special economic zones (SEZ), real estate developments, and infrastructural projects, displacing and dispossessing residents. Since the late 2000s, the largest remaining wetland in the capital, the That Luang Marsh, has been the target of several investment projects related to the Lao government’s ā€œTurning Land into Capitalā€ policy, which aims to mobilize land for economic development, revenue, and profit. Based upon collaborative fieldwork conducted in 2017-18, this talk comparatively examines a Chinese SEZ and a Lao road project, both of which were granted large swaths of the marsh but were contested by the public and residents in different ways. While the SEZ sparked a rare outcry from the Vientiane public as a perceived ā€œChinatown,ā€ affected residents felt incapacitated to contest a national development project backed by the full weight of central state power. In contrast, a significant contingent of landowners resisted land acquisitions adjacent to the road project, perceived to be illegitimately speculative. Comparing the two projects demonstrates the interconnections between spatial patterns of dispossession and resistance shaping the emergent politics of land in Laos. Speaker Miles Kenney-Lazar is Assistant Professor in the Department of Geography, National University of Singapore. His scholarship investigates the political ecologies of land and agro-industrial plantations in the Mekong Region, particularly Laos and Myanmar. He writes about the intersections of land commodification, dispossession, and resistance under repressive political conditions.
