I'm a bit confused. Originally when we bought into Stellar Bank, we received levels of pay outs. Preflip, post flip. Now we need an ICO, TO GAIN ACCESS to the funds already confirmed and promised, and now they seem to have more tiers of payout......if im correct, that seems to be dishonest.imho.
