Anna Paulina Luna said that if the Senate is unwilling to do the right thing and pass the Save America Act by breaking the standing filibuster, the only way to proceed is to stick it on FISA. She is absolutely on point. Historically, controversial bills often fail as stand-alone legislation, but pass when attached to must-pass bills. FISA reauthorizations are often treated as national security necessities, making them legislative vehicles.
