Afterward, the President made concluding remarks, saying the government has been transporting construction materials necessary for reconstruction of hospitals, schools, government and departmental offices and religious edifices damaged during armed conflicts as soon as possible. Priority will be given to hospitals and schools while efforts will be made to repair public markets and other departmental buildings. In carrying out rehabilitation tasks in Chin State, I would like to urge regional and state governments to offer help while the government has been taking necessary measures. Uplifting the sport sector amounts to safeguarding the State As for sports, the spiritual strength of the country can be expressed through sports and it can be seen that it is still necessary to make efforts to achieve more success although moderate success was achieved in regional sports events. I want athletes with high quality and morale to be selected to complete in sports events. To achieve success in sports, it is necessary to carry out reforms starting from sports federations. The government has been providing assistance for sports grounds and stadiums to be systematic and to meet standards. Athletes must be trained under sport technique instructors and fitness instructors to enable them to compete systematically and healthily. Efforts must be made to properly select and nurture athletes for respective sports systematically since their child-hood. It is necessary to systematically cultivate athletes who are honoured by hoisting the national flag of the country and to organize sporting events without interruption. Achievements in the sports sector will boost patriotism and up-lifting the sports sector amounts to safeguarding the State or building the nation. In conclusion, the President urged all to make efforts to boost the sports sector.

Regarding political differences, he said that at present, the government led by himself, which was elected by the people, is taking responsibility. He stated that political developments have been firmly established and there is no reason for differences, so it is necessary to work together on the peaceful path of democracy. Regarding schools, he noted that the school enrollment season has now arrived. He added that the State will do its utmost to ensure that all school-aged children can pursue education. He explained that compulsory education up to KG+9 must be implemented and access to education must be provided in all schools. He mentioned that only by encouraging education will job opportunities emerge in rural areas, and it is necessary to realize that if school education is not encouraged, our children will face a difficult journey in life in the future. He stressed that only when educational standards rise nationwide will national development occur much faster. Regarding education, he noted that it is necessary to ensure that schools are orderly and meet prescribed standards. In line with the motto “Be happy at school and excel in study,” he urged them to fulfill necessary requirements to ensure all schools are clean, pleasant, and beautiful, and to improve basic infrastructure. Regarding cooking oil sufficiency, he stated that we have to import it from abroad every year, and since oilseed crops are also cultivated domestically every year, having to import from abroad should not be the case. He noted that regions and states cultivating domestic oil-seed crops such as peanuts, sesame, sunflower, and soy-beans need to operate and cultivate to increase their yields. He added that alongside oilseed crop cultivation, beekeeping can also be carried out successfully and it is a partner business that will yield mutual benefits. In connection with the cultivation of coffee, Myanmar’s coffee is well-known but fails to export it to meet the market demand. Therefore, it is necessary to expand coffee cultivation to meet the export demand. Expansion of tree planting, conservation of existing ones and designating heat shelter sites must be carried out by taking high-temperature areas in the last summer. Healthcare for the elderly in such places must be consistently provided and regional governments are required to find out ways and means to help them overcome the heat most comfortably. Efforts must be made to plant trees successfully during the tree-planting season in 13 districts under dry-zone greening plans. In connection with expenditure, budgets allocated for development tasks must be spent correctly and most beneficially and as returning budget allocations as surplus without spending amounts to losses for the country, they must be spent correctly and responsible officials who supervise and review bud-get allocations are required to perform their duties responsibly. Union ministers report to President Then, union ministers reported to the President on relevant sectors. Additional remarks made After hearing the reports, the Presidents said responsible officials from regional and state governments are required to make field trips together with relevant organizations to launch combat against online scams and gambling effectively. To control the rising prices of fuel, the government has taken measures to regulate the use of vehicles and sales of fuel and as a result, it can be seen that the prices of fuel have dropped moderately. Responsible officials are required to supervise the situation systematically on the ground to control the current situation. In connection with agriculture and agricultural equipment loans, as it was found that the government has to bear billions of bad loans because there were some farmers who failed to repay the loans, relevant ministries and regional and state governments are required to exert concerted efforts to collect the loans to the full extent and to eliminate bad loans. Reconstruction of public buildings damaged in Chin State

This situation emerged because both domestic and foreign political actors exploited weaknesses in the country’s education system to influence and mobilize people for their own interests. There- fore, it has been repeatedly emphasized that the country’s education system must be reform-ed. As stability and peace are essential for educational development, efforts will be made with a long-term vision to achieve lasting peace over the next five years. Regardless of how the government extends invitations for peace, armed groups them-selves must genuinely desire peace with trust and conviction. It is also necessary for all sides to have the willingness to cooperate for the country’s development. Political, security, and economic weaknesses must be carefully assessed and addressed through reforms. Lessons must be drawn from both the historical and contemporary experiences the country has undergone, while striving to strengthen political, economic, and defence capabilities through effective leadership and to enhance the nation’s standing in the international community. Union-level officials, union ministers, and region and state chief ministers were urged to adopt broad perspectives and take comprehensive approaches in matters concerning politics, the economy, and national security. He mentioned that we are practicing a multi-party democratic system and the Constitution (2008) has already prescribed the powers of the central government as well as the powers according to regions and states. He stated that in terms of legislation, remaining matters to be carried out according to regions, states, and self-administered divisions need to be implemented, and progress must be made within the next six months. He noted that the union and region and state governments need to work in harmony to successfully achieve and advance their activities. He added that although the Union level does not execute the work directly, it can operate by providing guidance and supervising how tasks should be carried out. He noted that the proportion of the population within the working-age range able to work in our country is observed to be declining, and regions and states are also experiencing labor shortage problems. He stated that on the other hand, it is also said that there are people moving to places where employment is available due to a scarcity of jobs. He observed that although our country already possesses natural resources and good foundations to carry out businesses, job opportunities remain scarce because the actual capacity to work is weak. He added that agriculture and livestock farming, which are the main businesses of the country, still significantly require human resources capable of operating skillfully. He explained that the labor shortage is also caused by people doing casual jobs in-stead of skilled work, working in illegal resource extraction industries, and going abroad to work as laborers. Therefore, he urged the Union level, as well as individual regions and states, to create initiatives to increase job opportunities and enable employment. Regarding land use, the Farm-land Law and laws relating to vacant and fallow lands have already been enacted, and it is necessary to operate only in accordance with the prescribed permissions. He stated that because there has been a lack of strict supervision in line with the laws enacted by the State, difficulties are being encountered in carrying out national development activities. Therefore, he noted that it will be necessary to know and comply with the issued laws, rules, and regulations, and it is necessary to dutifully fulfill one’s assigned tasks and responsibilities. He added that officials need to supervise land use to ensure it is orderly and systematic. The State will do its utmost to ensure that all school-aged children can pursue education

Decline in the economy and lack of peace and stability drew international contempt. The country’s GDP and production capacity were very low, and the national economy mainly depended on natural resources exports. SLOC organized the National Convention to adopt multi-party democracy, but had to adjourn it due to various circumstances. But SPDC resumed the National Convention, and steered the country towards multiparty democracy. The Tatmadaw assumed State responsibilities in 1988 and initiated internal peace efforts in 1989, leading to ceasefire agreements through mutual understanding. At that time, the country was facing significant political and economic challenges. Subsequently, the nation began transitioning toward a multi-party democratic system. In 2010, multi-party democratic elections were held, and the Tatmadaw guided the country onto the path of democracy. During the administration of President U Thein Sein in 2011, reforms necessary for democratic transition were implemented. As part of this democratic process, the Nationwide Cease-fire Agreement (NCA) was signed. During this period, the NLD entered the political arena following amendments to the election law. Western countries and organizations seeking influence over the nation allegedly exploited past incidents to create instability and attempted to shape a government aligned with their interests. NGOs and INGOs were also observed engaging in political activities and interfering in the country’s internal affairs. During the 2020 multi-party democratic general election, foreign countries reportedly provided various forms of support to parties representing their interests. After the assumption of responsibilities in 2021, NGOs and INGOs were found to be involved with ethnic organizations. Recounting the country’s history in this manner is intended to highlight the challenges faced throughout different periods. Union ministers as well as region and state chief ministers were urged to remain mindful of the historical experiences and difficulties the country has endured. We must learn from past events and continue making every effort to prevent similar incidents from recurring in the future. It is essential to achieve political stability, strengthen the national economy, and bring an end to armed conflicts to ensure security and peace. International Relations Efforts must also be made to maintain strong and positive international relations. Union-level officials, union ministers, and region and state chief ministers need to engage with the international community through discussions and cooperation that will benefit the country. Politically, efforts will continue to strengthen the multi-party democratic system and build a Union based on democracy and federalism, with the understanding that the federal system being implemented is based on territorial administration rather than ethnicity. In terms of nationalism and national development, efforts will be directed toward ensuring the country’s prosperity. To achieve this, it is necessary to create employment opportunities, sustainable jobs, and skill-development programs. While certain responsibilities must be undertaken by the central government, there are also important roles for region and state governments to support and implement. Only through such collective efforts can the people secure better incomes, improve their socio-economic conditions, and strengthen their confidence in the national government. Adopt a broad perspective and approach in matters related to politics, the economy, and national security After assuming responsibilities, peace talks were invited within 100 days, and discussions are currently being held with some EAO groups at the grassroots level. The PDF terrorist groups chose the armed path due to dissatisfaction with the political developments arising from alleged vote irregularities in the 2020 election.

President of the Republic of the Union of Myanmar U Min Aung Hlaing addresses Union government meeting By drawing lessons from past experiences, we must strive to strengthen our political, economic, and defence might, while elevating national dignity on the international stage through strong leadership Nay Pyi Taw May 26 The Union government of the Republic of the Union of Myanmar held a meeting at the Union government meeting hall of President’s Office in Nay Pyi Taw this morning, addressed by President U Min Aung Hlaing. Also present were Vice Presidents U Nyo Saw and Daw Nan Ni Ni Aye, union ministers, the Nay Pyi Taw Council chairman. Region/state chief ministers attended the meeting through video conferencing. Political developments throughout the successive periods in the country In his keynote address, the President said up to now, the government has been in the office for one and a half month. In reviewing the experience of the history, we will have to weigh the internal situation during the period from the time the country gained independence to this date and the international relations. During the early post-independence, the country had to overcome internal armed conflicts, instability and foreign intrusion. Political conflicts grew larger resulting from the appearance of the right to secession of the states due to the weakness of the 1947 Constitution. The ruling party split into different factions, and the nation lacked political stability and security. As a result, the Care-taker Government had to assume the responsibilities of the State in 1958 and the Revolutionary Council started to shoulder the duties of the State in 1962. During the time, all the political leaders, youth, and Tatmadaw officials had knowledge of socialism, while democracy system, liberalism and socialism were vying with one another. Later, violent protests broke out as the persons who favoured democracy, capitalism and liberalism had no political exit. Dis-agreements in relation with the economy broke out in the ruling party and at the same time, ethnic armed conflicts were also escalating. Regarding the international relations, the country had good relations with the UN at that time, and leaders who served at the global body came out. But when Kuomintang intrusion occurred, there surfaced frictions in the relations. After the establishment of the SEATO, certain ethnic groups that want to leave the Union made contract with it, causing pressures in the international relations sector. There were disturbances to prevent Myanmar from adopting the socialist system. Myanmar realized the Burmese (Myanmar) Way of Socialism at the time when political rivalry was intense in the world. When the country was on its way to democratization, NGOs and INGOs entered the country that was receiving assistance from foreign countries. Countries that favoured democracy were assisting Myanmar at that time. The population and housing censuses collected in 1973 and 1983 showed that the country had weakness in the education sector since then. Taking the weakness as an opportunity, NGOs and INGOs made instigations to create a negative view of the government and to turn against it. The application for less developed country (LDC) status to receive external assistance due to weakness in progress had degraded trust in the State. Disturbances broke out in 1988 resulting from a drop in the national economy, mismanagements, socio-economic hardships, and a demonetization declaration. The country was not an ASEAN member state at that time. Besides, the country faced the attempts of certain powers to drive it towards their chosen path. Although the country was regularly attending the UN conference, its involvement in international affairs and UN activities was low.
