REPUBLIC OF THE SECOND JAZEERA ⸻ OFFICE OF THE PRESIDENT Document No.: PR-2026-041 Date: 25 February 2026 DECLARATION OF MARTIAL LAW By virtue of the powers vested in the President under Article XII of the Constitution and in accordance with the National Security Act 2024, and in view of the grave and immediate threats to public order, national security, and the constitutional integrity of the State, the following declaration is hereby issued: Effective as of 00:00 hours on 26 February 2026, a state of Martial Law is declared throughout the territory of the Republic. This measure is enacted in response to extraordinary circumstances that render ordinary civil authorities temporarily unable to ensure public safety and maintain lawful order. During the period of Martial Law: 1. The Armed Forces are authorized to assist and, where necessary, assume designated functions of civil authorities to restore and preserve public order. 2. Curfews, movement restrictions, and temporary limitations on public assemblies may be imposed as required by security conditions. 3. All governmental institutions shall continue to operate to the maximum extent possible under military coordination. 4. Fundamental rights shall be respected to the greatest extent consistent with the exigencies of the situation and in accordance with constitutional provisions. This declaration shall remain in force until formally revoked by Presidential Proclamation or by decision of the National Legislature, as provided by law. All citizens and residents are hereby instructed to comply with directives issued pursuant to this declaration.
