*📢 GDS Rule 3 Transfer 2026 Update* Based on previous transfer cycles and current departmental discussions, the next Rule 3 transfer notification is expected most likely in June 2026. ✅ 2024 Cycle → May ✅ 2025 Cycle → November (APT 2.0 Online Process) ✅ 2026 Expected → June 2026 (Most Probable) As of now, department has not officially released the notification. Employees are advised to keep documents and portal details ready for upcoming updates. ⚠️ This is an expected timeline only not an official confirmation.

*The Department of Posts has launched the Personalized Cheque Book (PCB) facility from 08.05.2026.* The main objective is to increase customer convenience and modernize banking services. The key points of this new facility are explained below in simple language: *1. What is a Personalized Cheque Book (PCB)?* - This cheque book will have the account holder's *name*, *account number*, and the department's *IFSC code* pre-printed. - The currently available 'Instant Cheque Book' will continue to be issued, but it does not have the name and number printed. - Customers can choose between Instant or Personalized cheque books as per their preference. *2. How to Apply?* - *Initial phase:* For now, you will need to visit your post office branch to apply for it. - *In future:* Later, this facility will also be made available through mobile and internet banking. - *Mandatory requirement:* Before applying, ensure your mobile number is linked and your KYC (address and signature) is fully updated. *3. Rules and Conditions (Standard Operating Procedure)* - *Minimum balance:* The account must have at least *₹500*. - *Number of cheques:* Initially, a cheque book with 10 leaves will be issued. - *Charges:* Up to 10 leaves per year are free. If you take more than 10 cheques in a year, a charge of *₹2 per cheque* plus GST will apply. - *Account status:* If the account is 'Total Frozen' or 'Dormant', you will not be able to apply. *4. Delivery Process* - *Home delivery:* This cheque book will be sent to your registered address via *Speed Post*. - *Time limit:* You cannot apply for a second cheque book until the first one is delivered. - *If undelivered:* If the postman is unable to deliver the cheque book, it will be returned to your post office. It will be kept safely there for *45 days*, after which it will be marked as spoiled/cancelled. *5. Information for Bihar* - For customers of Rajasthan, cheque books will be printed by the vendor 'Utility Forms Pvt. Ltd.' located in *Delhi (Site-1)*. - Delhi's site will serve several North Indian states including Rajasthan. In short, you will now be able to get a cheque book with your name that will be delivered directly to your home, increasing both security and convenience.

भारतीय डाक विभाग (Department of Posts) ने 08.05.2026 से पर्सनलाइज्ड चेक बुक (PCB) की सुविधा शुरू की है । इसका मुख्य उद्देश्य ग्राहकों की सुविधा बढ़ाना और बैंकिंग सेवाओं को आधुनिक बनाना है । इस नई सुविधा की मुख्य बातें नीचे आसान भाषा में दी गई हैं: ### 1. पर्सनलाइज्ड चेक बुक (PCB) क्या है? * इस चेक बुक में खाताधारक का नाम, अकाउंट नंबर और विभाग का IFSC कोड पहले से छपा (Pre-printed) होगा । * अभी मिलने वाली 'इंस्टेंट चेक बुक' भी मिलती रहेगी, लेकिन उसमें नाम और नंबर छपे नहीं होते । * ग्राहक अपनी पसंद के अनुसार इंस्टेंट या पर्सनलाइज्ड चेक बुक चुन सकते हैं । ### 2. आवेदन कैसे करें? * शुरुआती चरण: अभी आपको अपनी पोस्ट ऑफिस शाखा में जाकर इसके लिए आवेदन करना होगा । * भविष्य में: बाद में यह सुविधा मोबाइल और इंटरनेट बैंकिंग के जरिए भी उपलब्ध कराई जाएगी । * जरूरी शर्त: आवेदन करने से पहले सुनिश्चित करें कि आपका मोबाइल नंबर लिंक है और KYC (पता और हस्ताक्षर) पूरी तरह अपडेटेड है । ### 3. नियम और शर्तें (Standard Operating Procedure) * न्यूनतम बैलेंस: खाते में कम से कम ₹500 होने चाहिए । * चेक की संख्या: शुरुआत में 10 पन्नों (leaves) वाली चेक बुक दी जाएगी । * शुल्क: साल में 10 पन्नों तक यह फ्री है । यदि आप एक साल में 10 से ज्यादा चेक लेते हैं, तो ₹2 प्रति चेक और GST का शुल्क देना होगा । * खाते की स्थिति: अगर खाता 'Total Frozen' या 'Dormant' (बंद/स्थगित) है, तो आवेदन नहीं किया जा सकेगा । ### 4. डिलीवरी की प्रक्रिया * घर पर डिलीवरी: यह चेक बुक आपके रजिस्टर्ड पते पर स्पीड पोस्ट के जरिए भेजी जाएगी । * समय सीमा: जब तक पहली चेक बुक डिलीवर नहीं हो जाती, तब तक आप दूसरी चेक बुक के लिए आवेदन नहीं कर सकते । * डिलीवरी न होने पर: यदि डाकिया चेक बुक डिलीवर नहीं कर पाता, तो वह आपके पोस्ट ऑफिस में वापस आ जाएगी। वहां इसे 45 दिनों तक सुरक्षित रखा जाएगा, जिसके बाद इसे निरस्त (Spoiled) कर दिया जाएगा । ### 5. बिहार के लिए जानकारी * राजस्थान के ग्राहकों के लिए चेक बुक की प्रिंटिंग दिल्ली (Site-1) में स्थित वेंडर 'Utility Forms Pvt. Ltd.' द्वारा की जाएगी । * दिल्ली की साइट से ही राजस्थान सहित उत्तर भारत के कई राज्यों को सेवा दी जाएगी । संक्षेप में, अब आपको अपने नाम वाली चेक बुक मिल सकेगी जो सीधे आपके घर आएगी, जिससे सुरक्षा और सुविधा दोनों बढ़ेंगी ।

Dear all, *Three major issues were reported in c/w QR payment in DSS* *1. After display of QR, the customer completes the payment, but an error is shown and further processing is not possible* What happens here: Once the payment is made, the system needs to receive the payment status from the bank. If the payment status is received and updated against the COD article in the Delivery Management system, then the Postman can proceed to mark the item as Delivered. However, in cases where the payment status is received from the bank but the delivery remarks are not updated in the Delivery system due to a technical issue, this problem occurs. This issue has been fixed in the latest version 1.0.22. In this version, for any DQR transaction where delivery remark updation was not completed, the user can re-open the Delivery module, select the COD article, and view the payment status. If the payment is successful, the system will allow the user to mark the article as Delivered. This fix is not available in previous versions; hence, all users may be advised to update to the latest version. *2. After payment through SBI ePay, the amount is debited but the article cannot be marked as delivered* This scenario is similar to the above. In version 1.0.22, if the payment status could not be fetched during the initial attempt, the SPM/SO User needs to select the “Window Delivery” option in the portal (Not DSS app) to view the payment status. If the payment is successful, the system will allow marking the article as Delivered. In the upcoming version, a “Fetch Transaction Status” button will be provided directly within the delivery flow, eliminating the need to navigate to the “Window Delivery” option in portal. *3. After the amount is debited from the account, delivery remarks could not be updated and amount is not reflecting in the wallet/account* The COD amount will reflect in account only for the transactions for which we have received confirmation from the bank. Even though amount is debited from the customer account, if payment confirmation is not received (that means for DQR - payment status can be seen as per the point 1 above, for SBI ePay the payment status can be seen invite the Window Delivery Option in web portal as per the point 2 above) except these two scenarios even though the amount is debited from the customer account, that transaction will be treated as failed and amount will be auto-refunded. Please do not escalate such issues as the transaction is failed and auto-refund will happen. It is therefore advised that all users update to the latest version of the application to avail these fixes and enhanced features.
