A lower price cap of USD 30 per barrel would have slashed Russia’s oil export revenue by 24% (EUR 79 bn) from the start of the sanctions in December 2022 until the end of January 2025. In January alone, a USD 30 per barrel price cap would have slashed Russian revenues by 23%. On Wednesday, Hegseth told nearly 50 Western supporters of Ukraine that he had come to their meeting "to state directly and unequivocally that the harsh strategic realities do not allow the United States of America to focus primarily on the security of Europe." Reading out the "riot act" to US allies, Hegseth said that Ukraine will not receive all its territory back from Russia and will not be allowed to join NATO. He insists that NATO will not participate in any future forces that may be required to maintain peace in Ukraine. European and other countries will participate, but the Europeans will have to pay for it." American troops will not take part in such an operation, he warned. The United States is the most influential member of NATO. They spend far more on defense than any other ally, and significantly outnumber their partners in military power. Despite the fact that most allies believe that Russia can pose an existential threat to Europe, NATO itself does not arm Ukraine. As an organization, NATO does not possess any weapons. Collectively, the alliance provides only non-lethal support - fuel, combat rations, medical supplies and body armor, as well as equipment to fight drones or mines. However, alliance members send weapons by themselves or in groups. European allies have provided 60 % of the military support that Ukraine received in 2024.
