In the 2021 monsoon session of Lok Sabha, not a single bill was referred to any select committee for review. Speakers exercise wide discretion in matters of Money Bills, decorum maintenance, and the suspension of members. .g., The Aadhar bill, introduced as a Money bill The role of the Speaker in recent political crises, such as in Maharashtra (2022), has raised concerns about the misuse of powers under the 10th Schedule. Suggestions to improve the impartiality of the Speaker in India Upon selection as Speaker, the individual should resign from their political party to avoid conflicts of interest. Follow the Ireland model, where the Speaker is someone who has given up political ambitions and built credibility. It is suggested that, anyone seeking the position of Speaker may be required to run for election on an independent ticket. Shift the power of disqualification under the anti-defection law to the President or Governor, who decide based on the suggestions of the Election Commission of India (2nd ARC recommendation). Allow the Speaker to create a parliamentary committee to recommend the removal of MPs who regularly disrupt the house. The committee’s decisions should be subject to judicial review. Establish an independent tribunal to resolve questions related to the disqualification of members based on defection.

India is the second largest Coal producer of world, with a global share of nearly 9%, however, despite high production, around 30% of India’s coal is imported. Despite high production why India import this huge quantity of coal? 1. To meet the high domestic demand and maintain buffer stocks, India imports coal. 2. India lacks reserves of high-quality coking coal crucial for steel and related industries, necessitating imports. 3. Imported coal is cost-effective compared to similar coal from Coal India for many coal-fired power plants. 4. Despite a vast railway network, transporting coal from mines to coastal power plants faces major connectivity bottlenecks. How many of the statements given above are correct? a) Only one b) Only two c) Only three d) All four (As India is in Energy transition phase, coal related question may come in upcoming exam.

India - Israel Relation (all aspects covered) (1 question may come from here in prelims and mains exam) India’s Policy on the Israel-Palestine Conflict India historically favoured Palestine due to factors like Gandhi’s opposition to a Jewish state, a significant Muslim population, and alignment with Arab countries, the Non-Aligned Movement, and the UN. In 1992, India established diplomatic relations with Israel while continuing to support Palestine. India aims to balance maintaining strong ties with Israel, supporting Palestine, and cultivating relations with the Arab world, guided by national interest and diplomatic pragmatism. India’s leadership has visited both Israel and Palestine, signalling a balanced approach. It voted against unilateral recognition of Jerusalem as Israel’s capital in 2017. India officially supports a two-state solution with Israel and Palestine living as good neighbours, a stance consistent with international mediation efforts. Why the shift in India’s policy towards Israel in 1992? 1991 Oslo peace accord provided the foundation for two-state solutions (also backed by India). India’s shift in Israeli policy reflects a reevaluation of its stance in the Middle East. The change is prompted by a lack of reciprocal support from Arab nations in addressing regional issues, especially regarding Kashmir. India’s approach mirrors countries like Jordan, which maintains ties with both Palestine and Israel, providing greater diplomatic flexibility. Implications of the Gaza Crisis for India India and Israel have a significant defence partnership worth over USD 2 billion, but the conflict might affect it as Israel focuses on its security. India’s reliance on Middle East oil makes it vulnerable to energy price fluctuations due to regional conflicts involving countries like Saudi Arabia and Iran The conflict in the Middle East, crucial for India, could impact its interests and the newly established IMEC, which aims to connect India, the Middle East, and Europe India-Israel Relations 1.Economic and Commercial Bilateral trade increased to over USD 7 billion by January 2023. Diamonds constitute around 50% of bilateral trade. India is Israel’s third-largest trade partner in Asia and seventh-largest globally. Israeli investments in India include energy, telecom, real estate, and water technologies. FTA negotiations are underway between India and Israel. 2.. Defence India is a significant importer of Israeli weapons, accounting for about 40% of Israel’s annual arms exports 3.. Agriculture A three-year work program agreement in agriculture cooperation was signed in May 2021. Israeli drip irrigation technologies and products are now widely used in India 4. Science & Technology India-Israel Industrial R&D and Innovation Fund (I4F) expanded to include renewable energy and ICT sectors. I4F facilitates joint industrial R&D projects between Indian and Israeli companies. 5. Energy Israel joins the India-led International Solar Alliance (ISA) to promote renewable energy and clean energy partnerships. Israeli Support for India’s Clean Ganga Mission 6. Culture Growing cultural ties, with festivals and events promoting art and music; a large number of Israeli tourists visit Pushkar annually 7. Indian Diaspora Approximately 85,000 Jews of Indian origin in Israel

“India’s relations with Israel have, of late, acquired a depth and diversity, which cannot be rolled back.” Discuss. (UPSC 2018) try to write this question

What is the Belt and Road Initiative (BRI)? The Belt and Road Initiative (BRI) is a global infrastructure development strategy launched by China in 2013. It aims to invest in over 150 countries and international organizations, creating road, rail, and sea routes for trade and connectivity. The BRI is seen as a way for China to transition to a global power and reshape the global economic order. The initiative, often referred to as “One Belt One Road” (OBOR), is a key part of China’s foreign policy and has been compared to the American Marshall Plan. It is set to be completed by 2049, coinciding with the centennial of the People’s Republic of China. The initiative includes two principal components: the Silk Road Economic Belt and the Maritime Silk Road. India’s Objection to BRI India opposes the BRI due to sovereignty and transparency concerns. It boycotted BRI summits in 2017 and 2019 and hasn’t endorsed BRI joint statements by the SCO. The main objection is the China-Pakistan Economic Corridor (CPEC) passing through the Gilgit Baltistan region of India, which India claims. Benefits of BRI for China and Other Countries Countries participating in the BRI have witnessed growth in trade and investments with China, leading to preferential treatment and policy benefits. Promotes the use of the Chinese yuan (RMB) in international trade and finance. BRI projects secure access to crucial energy resources for China. BRI increases China’s influence in participating countries and on the world stage. BRI projects provide markets for Chinese industries, particularly in construction. Concerns Related to the Belt and Road Initiative (BRI) India and other countries express sovereignty concerns over BRI projects like the China-Pakistan Economic Corridor (CPEC). Concerns have arisen due to the lack of transparency in BRI projects, particularly related to debt and loan conditions. BRI infrastructure project has encountered major implementation problems, such as corruption scandals, labour violations, environmental hazards, and public protests. Some BRI projects face delays and challenges, leading to questions about the feasibility and impact of China’s ambitious strategy. China is criticized for practising “debt-trap diplomacy,” where it lends money to countries like Sri Lanka and Zambia, who struggle to repay, leading to China acquiring strategic assets or political concessions. Alternatives to BRI Project B3W Initiative - Led by G7 countries, it aims to address the infrastructure deficit in developing and lower-income countries. Projects supported by India - India-Middle East-Europe Economic Corridor (IMEC) initiative during the recent G20 summit, International North-South Transport Corridor (INSTC) for connecting India to the Middle East and Russia Global Gateway : Launched by the European Union to compete with BRI, focusing on various sectors, including climate change, digitalization, health, and education. Partnership for Global Infrastructure and Investment (PGII) : A repackaged version of B3W. It is a G7 effort to fund infrastructure projects in developing nations. India supports it.
