No Inalienable Right: The statutory Recruitment Rules of 2020 override all executive circulars. Because the statutory rules do not guarantee a fixed number of attempts, the applicants do not possess an indefeasible right to a sixth attempt.
Sufficient Opportunity Provided: The Tribunal observed that the applicants had already been given a "long rope," having availed themselves of at least five exam attempts but failing to clear all mandatory papers.
Final Order: The OA was ruled to lack merit and was formally dismissed, with no order as to costs.
