Water security is not just an engineering problem. It is a governance problem.
The real shift came when political leadership, institutions, public finance and community participation worked together. Pani Samitis are a good example of taking water management closer to the people.
That one idea can fit into answers on water governance, decentralisation, climate resilience, SDG-6 and community participation.
Remember the principle:
Infrastructure can bring water. Good governance keeps it flowing.
