⚠️ Important Update on IFoS Eligibility – B.Sc. Horticulture & Allied Agriculture Degree Holders (Agricultural engineering and Sericulture). Since Horticulture is not explicitly mentioned in the UPSC IFoS educational qualification rules, I have usually advised students to select “studied Botany as one of the subjects” or “studied Forestry as one of the subjects”, wherever applicable. In the past, several candidates from Horticulture, Sericulture and other allied backgrounds have qualified ith at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor’s degree in Agriculture, Forestry or in Engineering of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as Universities under Section 3 of the University Grants Commission Act, 1956, or an equivalent qualification.” So, only candidates with the above degrees or officially recognised equivalent qualifications can apply for IFoS. UPSC has become very strict about this nowadays. Universities need to take a formal policy decision and officially notify the equivalence of these degrees. Just issuing individual equivalence certificates is not enough. In a recent case, CAT ruled against the affected candidates. UPSC had sought clarifications from ICAR and the concerned universities, and the qualifications were not accepted as equivalent to the prescribed degrees. I am attaching the relevant CAT order for your reference. 👇 The affected candidates may approach the Delhi High Court, but a favourable outcome cannot be assured under the present circumstances. My suggestion: Associations of Horticulture, Sericulture and Agricultural Engineering graduates should collectively approach their universities, ICAR and State Governments to seek a formal policy decision on degree equivalence and, if necessary, an amendment to the IFoS eligibility rules. Individual equivalency letters alone may not resolve the issue. I genuinely feel sorry for students affected by this situation. These are important scientific and agricultural disciplines, but eligibility depends on the specific qualifications prescribed by UPSC.
