| 2 | Heading to my local county Board of Supervisor’s meeting to speak about a Sheriff’s Office contract with Axom, the org that once invested in, then split from Flock. My speech:
Good morning, Supervisors, Sheriff LaRue, and members of the public.
My name is Anastasia Sprout. I live in Mount Shasta. I'm here as a concerned Siskiyou County citizen and as the founder of a new local online newspaper, the Mount Shasta Observer.
First, I want to thank Sheriff LaRue and everyone at the Sheriff's Office for the difficult work you do to keep our communities safe.
I also appreciate the Sheriff's Office's efforts toward greater transparency, for example your informative Facebook page.
I especially appreciated Sheriff LaRue's July 29 announcement about his decision not to move forward with Flock license-plate-reader cameras because of privacy concerns.
That showed that public safety and our right to privacy can both be taken seriously.
I'm here today in that same spirit.
I've been reviewing the County's new five-year agreement with Axon. It's a roughly $738,000 package that includes about 77 body cameras, 60 TASERs, training, cloud storage and software through 2031—and, thankfully, no license-plate-reader cameras.
I'm not suggesting the Sheriff's Office is doing anything wrong. I'd simply like to understand what technology we're using and what happens to the information it collects.
There is a Flock license-plate camera in central Weed that SCSO says belongs to neither the Sheriff's Office nor Weed Police.
Do we know who owns it? And has SCSO ever received or searched information from that camera?
Even without its own Flock cameras, can SCSO search information collected by Flock cameras elsewhere?
Regarding Axon, do our new body cameras record location information? If so, how long is it kept?
Can Axon use information collected here to develop its technology, including artificial intelligence or license-plate recognition?
Is Sheriff's Office video or audio analyzed by computers—for example, to recognize faces or vehicles, create transcripts, or help write police reports?
And can law-enforcement agencies outside Siskiyou County search information collected here?
Finally, I have a broader question for this Board.
As technology becomes more powerful, who decides when a new capability gets turned on?
Can significant new surveillance or artificial-intelligence features be activated under an existing contract without coming back before this Board and the public?
Technology changes much faster than five-year government contracts do.
So I respectfully ask you to consider one simple principle:
If new technology significantly changes what government can see, collect, analyze or share about ordinary people, the public should know before it's turned on.
I appreciate the Sheriff's Office's willingness to engage with the public on these questions.

Though the cover’s imagery is largely symbolic, some of those symbols are beginning to look quite prophetic in light of the events that have unfolded in 2026. In fact, many of these “predictions” have already come to pass
The tank in September section seems to hint at a potential military conflict or escalation (possibly a ground war), accompanied by defense sector expansion and shifts among world powers
