The regime uses the term "democracy" in a confusing way—they categorically reject majoritarianism which is what most people think of when they think "democracy". But what they actually mean is protection of minorities from the majority. This is what they call "liberal" democracy, and it opens up a space for "illiberal" democracy, AKA "populism", which doesn't care about minorities. This is how they differentiate populism from democracy.
This all sounds really stupid; it sounds like just a way to say that democracy isn't the will of the majority, but this is actually quite traditional. In fact, it goes back to "enlightenment" classical liberalism. Understanding this is essential for establishing a dissident minimum which requires that we reject liberalism (yes, including classical liberalism) in order to meaningfully dissent against a system that is destroying our folk.
Early liberals were extremely concerned about the "tyranny of the majority". Montesquieu, Madison, and Mill all emphasized the need for institutional checks—like upper houses, courts, and property qualifications—to prevent majorities from governing minorities. Except in their case it was a class minority instead of an ethnic minority. But classical liberalism methodologically recognizes only the individual abstracted away from all context, so it was inevitable that the minority thus protected would eventually come to include the ethnic minority. Federalist No. 10 (James Madison) explicitly discusses how factions, especially majority factions, must be controlled to protect "the rights of property"—i.e., the minority. Countless other primary sources can be cited supporting this fact: classical liberalism favours the minority. In colonial America, Jews and Protestants were protected in Catholic states and Jews and Catholics were protected in Protestant states, all in the name of protecting individual rights over collective rights.
"Liberal" "democracy" is the worst of both worlds. It marries the minoritarianism of liberal philosophy to the retarded fever dreams of democracy, such as popular sovereignty, consensual governance, rule of law, etc. Either one is a threat to ethnic solidarity, but the two together are fatal to it. Minoritarianism is at the heart of classical liberalism, to say nothing of modern liberalism. If you want to protect majorities—especially ethnic majorities—rejecting liberalism of any kind whatsoever is an absolute minimum.
