By translating analytical research findings into actionable frameworks, the university aims to drive progress that effectively balances immediate social requirements with the long-term preservation of both economic and environmental resources. To ensure depth and real-world impact, the research agenda is structured into seven expert-led thematic clusters, Public Service Leadership and Governance, Public Sector Reform and Institutional Capacity Building, Social Sciences and Development Studies, Public Sector Business and Economics, Digitalization & Public Sector Innovation, Urban Development Studies and Law and Justice. This targeted approach allows the university to focus on high-priority, modern issues and effectively translate abstract theories into practical, actionable solutions Dr. Mitiku said. It is learnt that, following a rigorous review process that filtered over 50 submissions, 28 high-quality papers were chosen for presentation. The event features a diverse group of academic scholars, ranging from lecturers to professors, from more than 10 national universities, including Addis Ababa, Gondar, Jimma, Bahir Dar, Hawassa, and other institutions. EPSU Holds its 11th National Research Conference The Ethiopian Public Service University (EPSU) held its 11th National Research Conference from May 18–19, 2025, under the theme "Public service excellence through innovation and digitalization." Organized by the EPSU Research Affairs Directorate, the event brought together public sector officials and leaders from federal institutions, regional states, and the Addis Ababa City Administration, alongside academic staff, students, and international guests from Somaliland. In his opening remarks, Dr. Temesgen Burka, Chairperson of the Board of EPSU, stated that EPSU is not an ordinary university. It was established with a clear national mandate to build the capacity of the public sector through education, training, research, consultancy, and community engagement. The university board views the institution’s role through the lens of Ethiopia's broader development aspirations: the Homegrown Economic Reform Agenda, the Ten-Year National Development Plan, and the goal of building a capable, developmental state. In this national effort, a modernized, efficient, and citizen-centered public service is not a luxury, it is a precondition for success. Research, in particular, is the engine of evidence-based policy and innovation. This university is uniquely called to produce problem-solving, development-oriented, and tangible research outputs that directly support public sector transformation. The conference theme, speaks directly to the heart of this national agenda, Dr. Temesgen Burka noted. He also emphasized that the reform initiatives currently underway; including the transition to an autonomous university status; are deliberate steps to align the university’s internal fitness with its external mission. These reforms are complemented by ongoing policy and guideline revisions, curriculum modernization, massive digitalization, infrastructural renovation, and targeted staff competency development programs. "National development in today's world cannot be propelled by guesswork or routine administration," he stated. "It demands rigorous inquiry, context-sensitive innovation, and continuous learning." He requested the conference to generate research that is not only academically sound but also actionable, research that ministers, commissioners, and frontline managers can readily adopt and apply. The participation of ten Ethiopian universities and international guests from Somaliland reflects expanding public service scholarship that fosters valuable cross-border learning. Dr. Temesgen also expressed confidence that the conference would yield actionable insights for public service, pledged the board’s ongoing support, and called on government and development partners to collaborate on the outputs for lasting collaboration. In his welcoming speech, Dr. Nigus Tadesse, EPSU President, emphasized that EPSU’s legacy is deeply intertwined with the evolution of the Ethiopian public service. Over the past three decades, the university has built significant institutional capacity, producing over 50,000 graduates, training more than 200,000 public sector leaders, and graduating 448 international participants from across East Africa. Additionally, over 500 research projects have directly shaped national policy and practice. Today, EPSU is navigating a comprehensive reform journey driven by two major priorities. First, aligned with the Ministry of Education's trajectory, the university is transitioning toward autonomy to ensure robust governance and financial sustainability. Second, in close partnership with the Federal Civil Service Commission, EPSU has completed a major organizational redesign. This includes establishing fit-for-purpose structures, competency-based job descriptions, and a comprehensive Technical Competency Framework Dr. Nigus added.

በኢፐሰዩ የቃል-ኪዳን ቤተሰብ ትስስር መድረክ በደማቅ ሁኔታ ተካሄደ ‎በኢትዮጵያ ፐብሊክ ሰርቪስ ዩኒቨርሲቲ ግንቦት 6 ቀን 2018 ዓ/ም በአባይ አዳራሽ “የቤተሰብ ትስስር ለተማሪዎች ውጤማነት” በሚል መሪ-ቃል በተዘጋጀው መድረክ፣ የቃል-ኪዳን ቤተሰብ ትስስር ተመሰረተ፡፡ ‎በመርሃ ግቡሩ መክፈቻ ላይ የተገኙት የዩኒቨርሲቲው ፕሬዝዳንት ዶ/ር ንጉስ ታደሰ እንደተናገሩት፣ “ተማሪዎቹ ገና ለጋ ወጣት ከመሆናቸው የተነሳ ከጎናቸው የሚቆም እና የሚያበረታታ ሰው ይፈልጋሉ፤ ብዙ ተማሪዎች ከቤተሰቦቻቸው በመራቃቸው እና ሁኔታዎች ስላልተመቻቹላቸው፣ ትልቅ አቅም ቢኖራቸውም ቀላሉን ችግራቸውን የሚረዳላቸው በማጣት ውጤታቸው ዝቅተኛ ሊሆን ይችላል፡፡” በማለት የቃል ኪዳን ቤተሰብ ሊሞላ የሚችለውን ክፍተት ጠቁመዋል፡፡ አስከትለውም፣ “ተማሪው ምን እንደቸገረው እና ምን መታገዝ እንደሚፈልግ ጠይቆ ከጎኑ መቆም ለዩኒቨርሲቲ ተማሪ የሚሰጠው ትርጉም ትልቅ ነው፡፡” በማለት የመርሃ-ግብሩን አስፈላጊነት ገልጸዋል፡፡ በቀጣይም ለተማሪዎቹ የቃል-ኪዳን ቤተሰብ ለመሆን ከአካባቢው በመጡ ግለሰቦች እና በተማሪዎቹ መካከል፣ የቃል-ኪዳን ቤተሰብ ትስስር ፊርማ ስነስርዓት ተካሂዷል፤ በፊርማ ስነስርዓቱ ላይ ለመሳተፍ በአዲስ አበባ ከተማ አስተዳደር የሰላምና ጸጥታ አስተዳደር ቢሮን ወክለው የመጡት አቶ ሙሉቀን እንየው ባደረጉት ንግግር፣ የቃል ኪዳን ቤተሰብ ትስስር የተማሪውን ችግር ከመፍታት አልፎ፣ በሀገር ላይ ሰላምንና አንድነትን ለማስጠበቅ የሚኖረውን ፋይዳ ገልጸዋል፡፡ እንዲሁም ከሀይማኖት ተቋማት ጉባዔ ተወክለው የመጡ የሃይማኖት አባቶችም ቃለ ቡራኬ አሰምተው፣ ለቃል-ኪዳን ቤተሰብ ትስስር መሳካት ጸሎት አድርገዋል፡፡ በመጨረሻም የዩኒቨርሲቲው አስተዳደር እና ልማት ምክትል ፕሬዝዳንት ዶ/ር ተሸመ ዱላ ባደረጉት የመዝጊያ ንግግር፣ “የዛሬው መድረክ ሰላማዊ የሆነ ካምፓስ ከመፍጠር እና ለተማሪዎች አካዳሚያዊ ስኬት ከማምጣት ባሻገር፣ ሀገር የምትጸናበት እና የምትኮራበት ኢትዮጵዊ ስሜት እና ኢትዮጵያዊ ባህሪ የሚፈጠርበትን ብሄራዊ ምሰሶ የተከልንበት ነው፡፡” በማለት ያለውን ሀገራዊ ፋይዳ አጽንኦት ሰጥተው ተናግረዋል፡፡ በአዲስ አበባ ከተማ የቲያትር ቤቶች አስተዳደር የአዲስ አበባ ከተማ ማዘጋጃ ቤት የሙዚቃ ባንድም መርሃ-ግብሩ ላይ ተገኝቶ፣ የተለያዩ ባህላዊ እና ዘመናዊ ሙዚቃዎችን በማቅረብ ድምቀት የሰጠ ሲሆን፣ የተለያዩ ብሄር ብሄረሰቦች ባህላዊ ዘፈኖችና ውዝዋዜ እንዲሁም ዘመናዊ ዳንስ በማቅረብ ታዳሚውን አዝናንቷል፡፡

IPD Organizes Capacity-Building Training on Organizational Transformation Ethiopian Public Service University (EPSU) Internationalization and partnership Directorate(IPD), in collaboration with the Office of the Vice President for Research and Technology Transfer, organized a half-day training program titled “Organizational Transformation, Agility, and the AI Era” for EPSU Council members on May 13, 2026 at Hidassie Hall. In his opening remarks, Dr. Amanuel Kussia, Vice President of Academic Affairs, welcomed the trainees and noted that the training is a timely and strategically important forum. "This engagement goes beyond a one-time training program; it will be strengthened through long-term collaboration with our university through professional engagement, joint initiatives, knowledge exchange, and the co-creation of innovative ideas with our academics and professional staff," Dr. Amanuel stated. He emphasized that in today’s world, universities can no longer depend on traditional administrative structures and conventional operational approaches. They must stay relevant, responsive, innovative, and impactful. "Today, organizational transformation is not an option; it has become a strategic necessity. Agility, adaptability, and customer-centered service delivery, collaboration, and partnership now define the future success of institutions." According to Dr. Amanuel ,this training is vital because the university is currently undertaking multiple interconnected reform processes of national significance. These reforms demand a new institutional culture. "The insights to be shared today will help us better understand how to be a resilient institution, strengthen institutional effectiveness, improve service culture, enhance stakeholder engagement, and foster transformational leadership across all levels of the university," he added. He also extended his appreciation to the organizing offices for their commitment to this capacity-building platform and requested that participants actively engage in the training to contribute to the ongoing transformation journey of the university and the public sector in general. Dr. Dereje Teklemaram, Director of Internationalization and Partnership at EPSU, welcomed the participants and said that "One of our directorate's key functions is to explore global best practices that support our institutional goals, invite experts to share their insights, and facilitate knowledge exchange. Accordingly, today’s program was organized to feature two highly experienced scholars who will share their extensive expertise and practical lessons with us," Dr. Dereje said. The training was facilitated by Dr. Dereje Besufekad, from Florida University and Ayenachew Assefa from Jordan Town University, USA. Both trainers brought international practices to the session, sharing global perspectives on digital transformation and institutional agility. Their presentations focused on bridging the gap between current academic structures and the evolving demands of the AI era, providing participants with actionable insights drawn from their extensive professional backgrounds. Finally, Dr. Mitiku Addis, Vice President for Research and Technology Transfer, awarded certificates of recognition to the trainers in honor of their contribution to the training session.

በኢፐሰዩ የሪፎርም አጀንዳዎች ላይ የምክክር መድረክ ተካሄደ፡፡ የኢትዮጵያ ፐብሊክ ሰርቪስ ዩኒቨርሲቲ የአካዳሚክ እና የአስተዳደር አገልግሎት አሰጣጥን ወደ ዲጂታል ሥርዓት ለማሸጋገር የሚያስችሉ የሪፎርም ሰነዶች ላይ ያተኮረ የምክክር መድረክ ሚያዝያ 29 ቀን 2018 ዓ.ም በህዳሴ አዳራሽ ተካሄደ። በመድረኩም በተለያዩ የሪፎርም ቡድኖች የተዘጋጁ ሰነዶች ላይ ዝርዝር ግምገማ የተከናወነ ሲሆን፣ ተቋማዊ የዲጂታላይዜሽን ሂደቱን በላቀ ፍጥነት ለመተግበር የሚያስችሉ ውሳኔዎችና የቀጣይ አቅጣጫዎችም ተቀምጠዋል፡፡ የውይይት መድረኩን የመሩት የዩኒቨርሲቲው ፕሬዝዳንት ዶ/ር ንጉስ ታደሰ በመክፈቻው እንደተናገሩት፣ የዛሬው መድረክ የዩኒቨርሲቲውን አገልግሎት አሰጣጥ ወደዲጂታላይዜሽን ለማዘመን በተለያዩ ቡድኖች ሲሰራና ሲገመገም የቆየውን ተግባር፣ በዩኒቨርሲቲ ደረጃ ገምግሞ የጋራ ማድረግ እና ለቀጣዩ ስራ የአፈጻጸም አቅጣጫ ለመወሰን ታስቦ የተጠራ መሆኑን ገልጸዋል፡፡ በምክክር መድረኩ ላይ የዘርፍ ምክትል ፕሬዝዳንቶች፣ የኮሌጅ ዲኖች እና ምክትል ዲኖች፣ ዳይሬክተሮች እና ስራ አስፈጻሚዎች እንዲሁም የሚመለከታቸው ባለሙያዎች ተገኝተዋል፡፡ ለውይይት የቀረቡት ሰነዶችም፣ የስልጠና እና የማማከር ፍኖተ ካርታ፣ የዓለም አቀፍ የስልጠና ፍላጎት ልየታ፣ የአሰልጣኞች ብቃት ማረጋገጫ ሰርተፊኬት አሰጣጥ ዝክረ ተግባር፣ የስልጠና ፣ የሬጅስትራር፣ የቤተ መጻህፍት አገልግሎት፣ የምርምር እንዲሁም የአስተዳደር እና የካምፓስ ሰላምና ደህንነት ሥራዎችን ዲጂታላይዝ ለማድረግ የተዘጋጁ ሰነዶች ሲሆኑ፣ ሰነዶቹ የደረሱበትን ደረጃ የሚገልጹ ሪፖርቶች በተለያዩ የቡድን ተወካዮች ቀርበው፣ በውይይት መድረኩ ተሳታፊዎች ሀሳብ እና አስተያየት ተሰጥቶባቸዋል፡፡ በመጨረሻም የዩኒቨርሲቲው ፕሬዚደንት ዶ/ር ንጉስ ታደሰ መድረኩን ሲያጠቃልሉ፣ የተዘጋጀውን ሰነድ ወደ ተግባር ለመለወጥ ከትንሹ መጀመር እንደሚገባና ዩኒቨርሲቲውም ከትንሹ ጀምሮ ከፍ ወዳለው ደረጃ ለመሄድ የሚያስችል አቋም እንዳለው ገልጸዋል፤ “የጀመርነውን የዲጅታላያዜሽን ጉዞ ሰነዶች ወደማጠቃለያው አምጥተን በተግባር እና በተጨባጭ ወደሚታይ ስራ መግባት አለብን፡፡” በማለት አቅጣጫ አስቀምጠዋል፡፡

በኢፐሰዩ የኮምቲዩቲንግ እና ዲጂታላይዜሽን ኮሌጅ ያዘጋጀውን የስርዓተ ትምህርት ክለሳ ለውጪ ገምጋሚዎች አቀረበ፡፡ በኢትዮጵያ ፐብሊክ ሰርቪስ ዩኒቨርሲቲ (ኢፐሰዩ) የኮምቲዩቲንግ እና ዲጂታላይዜሽን ኮሌጅ (College of Computing and Digitalization) በአራት የትምህርት ፕሮግራሞች ላይ ሲያዘጋጅ የቆየውን የስርዓተ ትምህርት ክለሳ ሚያዝያ 28 ቀን 2018 ዓ/ም በህዳሴ አዳራሽ ለውጪ ገምጋሚዎች አቀረበ፡፡ ለግምገማ የቀረበው የስርዓተ ትምህርት ክለሳ ሶፍትዌር ኢንጅነሪንግ እና ኢንተልጀንስ ሲስተም፣ /Software Engineering and Intelligent System/ ተግባራዊ ኮምፒዩተር ሳይንስ፣ /Applied Computer Science/ ዳታ ሳይንስ እና አናሊቲክ፣ /Data Science and Analytics/ ኢንፎርሜሽን ቴክኖሎጂ መሰረተ ልማት እና ሳይበር ሴኩሪቲ፣ /IT Infrastructure and Cybersecurity/ በሚሉት የትምህርት ፕሮግራሞች ላይ የተዘጋጀ ሲሆን፣ ገምጋሚዎቹ ከተለያዩ ዩኒቨርሲቲዎች የተጠሩ መምህራን፣ የኢንዱስትሪ ባለቤቶች እና ኤክስፐርቶች መሆናቸውን ለማወቅ ተችሏል፡፡ የዩኒቨርሲቲው የአካዳሚክ ጉዳዮች ምክትል ፕሬዝዳንት ዶ/ር አማኑኤል ኩሲያ በመርሀ ግብሩ መክፈቻው ተገኝተው፣ ውድ ጊዜያቸውን ሰውተው በግምገማው ላይ ለተገኙ ተሳታፊዎች በዩኒቨርሲቲው ማኔጅመንት ስም ምስጋናቸውን አቅርበዋል፤ አስከትለውም ዩኒቨርሲቲው ከ30 ዓመት ጀምሮ በሀገር አቀፍ ደረጃ ለሲቪል ሰርቪሱ ያበረከተውን አስተዋጽኦ አውስተዋል፤ በአሁኑ ጊዜም ከመንግስት የቀረበለትን አዲስ ተልእኮ እና አደረጃጀት ተቀብሎ በለውጥ ጎዳና ላይ መሆኑን ገልጸው፣ ስርአተ ትምህርቱን መከለስ ያስፈለገበት ምክንያትም፣ ተማሪዎችን በአዲሱ ተልእኮ መሰረት ማብቃት የሚችል የትምህርት ፕሮግራም እንዲኖር ታስቦ መሆኑን አብራርተዋል፡፡ የኮሌጁ ዲን አቶ አለባቸው ጪጬ በበኩላቸው ለታዳሚዎቹ የእንኳን ደህና መጣችሁ መልእክታቸውን ካስተላለፉ በኋላ፣ “ከተለያዩ ዩኒቨርሲቲዎች እና ኢንደስትሪ የመጣችሁ እንደመሆናችሁ መጠን፣ ልምዳችሁን እና አስተያየታችሁን በማካፈል ለታሰበው የስርዓተ ትምህርት ክለሳ የበኩላችሁን አስተዋጽኦ እንድታደርጉ እጠይቃለሁ፡፡” በማለት ከተሳታፊዎች የሚሰጠው አስተያየት ጠቀሜታው ላቅ ያለ መሆኑን አጽንኦት ሰጥተዋል፡፡ ቀጥሎም ገምጋሚዎቹ አስቀድሞ የተላከላቸውን የስርዓተ ትምህርት ክለሳ ረቂቅ ሰነድ መነሻ አድርገው የተዘጋጁበትን የግምገማ ውጤት አቅርበዋል፡፡ በቀረበው የግምገማ ውጤት ላይም በተሳታፊዎቹ ውይይት ተደርጎ አስተያየት እና ምክረ ሀሳቦች ተሰጥተውባቸዋል፡፡

የኢፐሰዩ የቀድሞ ተማሪዎች (አሉሙናይ) ማህበር መስራች ግብረ-ኃይል የሥራ ሂደት ግምገማና የቀጣይ አቅጣጫ ውይይት አደረገ፡፡ የኢትዮጵያ ፐብሊክ ሰርቪስ ዩኒቨርሲቲ የቀድሞ ተማሪዎች (አሉሙናይ) ማህበር መስራች ግብረ-ኃይል ሚያዝያ 27 ቀን 2018 ዓ/ም በንዑሳን ኮሚቴዎች የተከናወኑ ዝርዝር ተግባራት እንዲሁም ንዑሳን ኮሚቴዎቹ ባዘጋጁት ረቂቅ ፍኖተ ካርታና የድርጊት መርሃ ግብር ላይ ውይይት አካሄደ፡፡ በውይይቱ ወቅት የዳታ ቤዝ አደራጅ፣ የመተዳደሪያ ቻርተር አዘጋጅ፣ እንዲሁም የተግባቦት እና ማርኬቲንግ ንዑሳን ኮሚቴዎች እስካሁን ያከናወኗቸው ተግባራት በዝርዝር ቀርበው ውይይት ተደርጎባቸዋል፡፡ ከዚህም በተጨማሪም ንዑሳን ኮሚቴዎቹ ባዘጋጇቸው የፍኖተ ካርታ እና የድርጊት መርሃ ግብር ረቂቆች ላይ ሰፊ ምክክር የተደረገ ሲሆን፣ ለምስረታ ሂደቱ መሳካት ይረዳሉ የተባሉ የሀገር ውስጥና የውጭ ሀገር ዩኒቨርሲቲዎች የአሉሙናይ አደረጃጀት ተሞክሮዎች ቀርበው እንደ ግብዓት ጥቅም ላይ እንዲውሉ ውይይት ተደርጎባቸዋል። በመጨረሻም የግብረ ኃይሉ ሰብሳቢ ዶ/ር ዋቅጋሪ ነገሪ ምንም እንኳን ግብረ ኃይሉ ከተቋቋመ አጭር ጊዜ ቢሆነውም፣ በዚህ አጭር ጊዜ ውስጥ የተሰራው ስራ የግብረ ኃይሉ አባላት ለስራው ያላቸውን ቁርጠኝነት የሚያመላክት መሆኑን አመላክተው በቀጣይም ይህ ቁርጠኝነት ተጠናክሮ እንዲቀጥል ጥሪአቸውን አቅርበዋል፡፡

EPSU Holds Undergraduate Programs External Curriculum Validation Workshop Ethiopian Public Service University (EPSU) Held Undergraduate Programs External Curriculum Validation Workshop on May 4, 2026 at EPSU Training Center Syndicate Rooms. During the workshop, seventeen undergraduate curricula from the College of Finance and Economics, the College of Urban Studies, the College of Management, Leadership and Governance, and the School of Law were externally validated. In his opening remarks, Dr. Amanuel Kussia, Academic Vice President of EPSU, stated that it is a privilege to have reviewers from applied science universities, the public sector and EPSU faculty members, as each group brings a distinct and essential perspective. He also noted that the university is currently undertaking a comprehensive institutional reform, aimed at transforming the university into a high-performing and nationally impactful center of excellence in public services. The reform integrates three major national reform initiatives; Autonomus University Status, differentiation related reform and public service and governance reform. This transformation aims to enhance equity, quality, relevance, responsiveness, accountability and impact ensuring that teaching, training, research and community engagement directly contribute to improve public sector performance and nation development, Dr. Amanuel noted . According to Dr. Amanuel, over the past months, the university has engaged in an intensive curriculum revision and development processes that covers 25 academic programs. The guiding principles throughout the process include, the programs alignment with the national priorities and development goals, respond directly to the evolving needs of the public sectors and society, meets the national and international institutional qualities and accreditation standards, balance theory and practices, aligned with Applied University Framework , consider digitalization and digital technology; and equip the graduates with practical competence , innovation capacity and strong ethical grounding. He also thanked the reviewers, curriculum committees and participants for their efforts and contributions. In his welcoming address, Ato Albachew Goshim , Director for Academic Programs, highlighted the university's legacy, noting its significant contributions to national development over the past three decades. However, he emphasized that to remain relevant, the university must align its academic programs with contemporary demands. Recognizing that education is inherently dynamic and requires the integration of emerging knowledge, he noted that curricula demand periodic revision and rigorous evaluation. Consequently, the university has established the review and redesign of programs, alongside the development of modern curricula, as a central pillar of its reform agenda. Ato Alebachew further remarked that this comprehensive process involved the dedicated participation of faculty members. Following extensive internal reviews, these programs have now been presented for external validation. He finally concluded by expressing his deep gratitude to the members of the curriculum committees for their tireless efforts throughout this transition.
