On the evening of 15 Sep, a Porkistan Naval Ship closed a frontline Indian Naval warship on a routine surveillance mission in the North Arabian Sea at high speed, manoeuvring in a unprofessional & unsafe manner. This lead to a collision. No damage has been reported.

The Chargé d'Affaires of the High Commission for Pakistan in New Delhi was summoned to the Ministry of External Affairs today, and a strong protest was lodged with him over the unacceptable and unprofessional conduct of Pakistani naval units at sea that led to a collision with a unit of the Indian Navy. While the incident, which took place in international waters, did not cause any major damage, the conduct of the Pakistani naval ship was in direct contravention of Article 10 of the Agreement between India and Pakistan on Advance Notice on Military Exercises, Manoeuvres and Troops Movements of April 1991. The Charge d'Affaires of Pakistan was advised to convey to the concerned Pakistani authorities, the need for all military units to observe due care and respect the provisions of the relevant agreements between the two sides in order to prevent any repeat of such incidents. The Charge d'Affaires of India in Islamabad has also been instructed to lodge a similar protest with the Ministry of Foreign Affairs of the Islamic Republic of Pakistan: MEA

NPCI— A revised UPI Merchant Discount Rate (MDR) framework will take effect on select merchant (P2M) transactions starting October 15, 2026, while keeping UPI completely free of cost for consumers and all transactions up to ₹2,000. Under the new rules, small merchants earning up to ₹1 lakh per month via QR codes will pay zero MDR, a flat ₹5 fee will apply to transactions above ₹2,000 in specific categories like railways, telecom, insurance and fuel, and other high-value P2M transactions will attract a 0.4% charge capped at ₹300. The initiative also introduces a dedicated fund to upgrade digital payment infrastructure for small vendors and Tier 3 markets. No impact on small-value UPI transactions up to ₹2,000 for all merchants, which account for more than 95% of all UPI P2M transactions.
