What actually happened is that the S-400 was attempting to intercept a drone and launched a missile. The interceptor, with solid fuel, malfunctioned and fell into a nearby parking lot. The solid fuel then burned, causing the fire and damage seen on the ground.
No S-400 TEL was hit. I initially thought it was a TEL cook off because the solid fuel burn looked similar, but further evidence shows it came from the failed interceptor, which is loaded solid fuel and started the parking lot fire
