भारत के नियंत्रक एवं महालेखा परीक्षक (CAG) ने महाराष्ट्र सरकार की लाडकी बहिन योजना में ₹3,541.16 करोड़ के अतिरिक्त व्यय (Excess Expenditure) और बजटीय अनियमितताओं की ओर ध्यान दिलाया।
रिपोर्ट के अनुसार, महिला एवं बाल विकास विभाग ने योजना पर ₹29,693.09 करोड़ के स्वीकृत बजट के मुकाबले ₹33,237.24 करोड़ खर्च किए, जिससे ₹3,541.16 करोड़ का अतिरिक्त व्यय हुआ।
CAG की ऑडिट जांच में पाया गया कि जनवरी से मार्च 2025 के बीच निकाले गए ₹15,586 करोड़ को Virtual Personal Deposit Accounts (VPDAs) में स्थानांतरित कर दिया गया।
CAG ने कहा कि इतनी बड़ी राशि का अग्रिम निकासी कर VPDAs में रखना इस बात का संकेत है कि धन की तत्काल आवश्यकता नहीं थी, फिर भी उसे कोषागार (Treasury) से निकाल लिया गया।
रिपोर्ट में इसे गंभीर वित्तीय अनियमितता बताते हुए कहा गया कि बिना तत्काल आवश्यकता के धन निकालकर VPDAs में रखना बजटीय अनुशासन (Budgetary Discipline) और वित्तीय शुचिता (Financial Propriety) के सिद्धांतों के विरुद्ध है तथा इससे विधानमंडल के सार्वजनिक वित्त पर नियंत्रण की व्यवस्था कमजोर होती है। | 2 077 |
