Consider four Indian companies and their structural arrangements:
(i) A small family-run textile shop in Surat where the owner personally approves every purchase, manages accounts, supervises production, and handles sales.
(ii) Hindustan Unilever Limited (HUL), which organizes its business into distinct divisions: Home Care, Beauty & Wellbeing, Personal Care, and Foods & Refreshments — each with its own general manager, marketing team, and P&L accountability.
(iii) ISRO (Indian Space Research Organisation), where scientists work simultaneously under both a functional department (e.g., propulsion, electronics) and are also assigned to specific mission project teams (e.g., Gaganyaan, Chandrayaan).
(iv) A large IT company that outsources accounting to a firm in Pune, design to a studio in Bengaluru, manufacturing to a facility in Noida, and customer support to a BPO in Manila — coordinated from a small HQ in Mumbai.
Identify the type of organizational structure used by each of the four organizations described above. Justify your answer briefly for each. (5 Marks — 1 mark each identification + ½ mark each justification)

Strategic control is the process of evaluating strategy as it is formulated and implemented. It is directed towards identifying problems and changes in premises and making necessary adjustments.
There are four types:
1.Premise Control (1.25 marks)
(x) Jio's’strategy was built on premises — that consumers were price-sensitive, that 4G adoption would grow, and that regulatory conditions would remain stable. Premise control involves systematically and continuously monitoring the environment to verify whether these assumptions remain valid. When the regulatory environment became contentious (TRAI petitions by Airtel/Vodafone), Jio's’management needed to review whether its pricing and market entry premises still held. Premise control would have helped track both environmental factors (regulatory) and industry factors (competitor responses) continuously.
2. Strategic Surveillance (1.25 marks)
Strategic surveillance is unfocused, general monitoring of various sources to uncover unanticipated information. Jio's’management reading industry reports, consultant analyses, and newspaper articles about competitor reactions daily is a direct example of strategic surveillance. It helped Jio pick up early signals about competitor strategies, emerging consumer behavior, and even demonetization's’potential impact — unanticipated information that had a major bearing on its strategy.
3. Special Alert Control (1.25 marks)
Demonetization in November 2016 was exactly the kind of unexpected event that triggers Special Alert Control — an immediate and intense review of strategy. This event (though ultimately positive for Jio) required an urgent reassessment: could Jio's’network handle the sudden surge in subscribers? Were its pricing models still optimal given changed consumer spending patterns? Special alert control triggered a rapid strategic review and infrastructure scaling decision.

Jio converted its grand strategy into sequential steps: network rollout, device partnerships, content agreements, pricing offers. Implementation control continuously monitors whether these incremental steps are producing the desired outcomes. When subscriber growth exceeded projections, implementation control would have signaled the need to accelerate network capacity expansion — assessing the need for changes in overall strategy considering unfolding events.
Together, these four controls steered Jio through a highly turbulent launch environment. They helped the organization negotiate complexity without abandoning its core strategic direction.

Reliance Jio, when it launched its telecom services in September 2016, had built its entire strategy on assumptions that: (i) the Indian consumer was highly
price-sensitive and would switch for dramatically cheaper data; (ii) 4G
smartphone penetration would rise rapidly; and (iii) regulators would not
impose emergency restrictions on the telecom sector. Mid-way through
implementation, a surprising event occurred — incumbent operators Airtel and
Vodafone filed legal complaints and emergency petitions, and the telecom
regulatory environment became suddenly contentious. Jio's’top management also
read reports daily from consultants and industry journals about competitor
reactions. One unexpected external shock — demonetization in November 2016 —
actually accelerated Jio's’subscriber growth beyond their own projections,
requiring the company to rapidly scale up network infrastructure.
