Press Release
The Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia wishes to inform the public, as well as national and international media, as follows:
The Ministry of National Defence of the Kingdom of Cambodia categorically rejects the unfounded and false claims made by Air Chief Marshal Prapas Sonjaidee, Director of Thailand’s Joint Information Centre, alleging that Cambodia was the side that fired first.
Cambodia reiterates that, in fact, it was the Thai side that first launched unprovoked armed attack against Cambodia. Therefore, Thailand, who initiated the attack against Cambodian territory, cannot portray itself as the victim, while invoking self-defence as a pretext to justify and demonstrate the legality of its unlawful military actions.
At the same time, it is important to underscore that, several days before launching its unprovoked armed attack against Cambodia on 24 July 2025, Thailand announced the “Chakrabongse Bhuvanath” war-readiness plan. The introduction of this plan clearly demonstrated that Thailand’s military actions had been meticulously premeditated and deliberate, contrary to Thailand’s claim that its use of force was merely a defensive response.
In this regard, Thailand’s attempt to invoke alleged provocations, security concerns and landmine issues as grounds for obstructing or delaying the resumption of joint survey and boundary demarcation work is inconsistent with the spirit and commitments set out in the Joint Statement of 27 December 2025.
Cambodia therefore calls on Thailand to fully, effectively and immediately implement the Joint Statement of 27 December 2025, in particular by promptly resuming the survey and boundary demarcation work of the Joint Boundary Commission (JBC), in accordance with the existing agreements between the two countries.
Cambodia remains firmly committed to seeking a just, peaceful and lasting solution to the boundary issue, based on international law, as well as the existing treaties and agreements between Cambodia and Thailand. At the same time, Cambodia will categorically not accept the use of force or the creation of faits accomplis as a means of determining or altering the boundary between the two countries.
The public, as well as national and international media, are hereby informed of the facts concerning this matter.

The Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia, wishes to inform the public as well as members of national and international media as follows:
On Tuesday, September 1, 2026, at 10:15 a.m., the Cambodian Liaison Group (CLG) coordinated a field visit for the ASEAN Observer Team in Cambodia (AOT-KH), led by the Head of Mission (AOT KH HOM) from the Philippines in conducting an observation, verification, and reporting at Koh Yor located in Pak Khlang Village, Pak KhlangCommune, Mondol Seima District, Koh Kong Province, which was attacked by Thai military forces attacked the areas with numerous rounds fired from the 76.2mm deck guns mounted on the Thai Naval Ship, causing extensive damages to civilian homes, properties, and infrastructure.
This observation mission aims to provide the ASEAN Observer Team with a comprehensive and direct understanding of the situation at the border area, as well as to demonstrate the stance of the Royal Government of Cambodia, which consistently adheres to resolving border issues peacefully through dialogue and bilateral mechanisms, in accordance with international law, existing bilateral agreements, and the mandate of the Joint Boundary Commission (JBC).
The Royal Government and the Ministry of National Defence of Cambodia reaffirm our firm, sincere, and unwavering commitment to fully and faithfully respect and implement the Joint Statement of the Third Special Meeting of the Cambodia–Thailand General Border Committee (GBC) on December 27, 2025, the Joint Declaration on the Peace Agreement between Cambodia and Thailand on October 26, 2025, and all other relevant agreements. This commitment is made with the aim of ensuring rapid recovery and restoring normalcy, and long-lasting peace and stability.

On Monday, August 31, 2026 at 08:50 AM, the Cambodian liaison Group (CLG) facilitated the ASEAN Observer Team–Cambodia (AOT-KH) and the Military Attaché Corps Phnom Penh (MACPP) to attend a presentation by His Excellency Heng Ratana, Royal Government Delegate and the Director General of the Cambodian Mine Action Center (CMAC) about the “Update on the Situation of Thailand’s Remnants of War on Cambodia's Territorial Integrity after 2025 conflicts” at the CMAC Headquarters in Phnom Penh.
The event was attended by a total of 37 ASEAN Observers led by Commodore Glenn Z. Dizon, Head of Mission of the ASEAN Observer Team to Cambodia from the Republic of the Philippines, and 16 members of the foreign Military Attaché Corps in Phnom Penh from friendly nations and ASEAN member states.
This important presentation aims to provide the ASEAN Observer Team (AOT) and foreign military attachés with up-to-date and technical information on the research, assessment and mapping of areas affected by remnants of war, as well as to enhance a deeper understanding of the situation and scope of the impacts of the Thai military invasion of Cambodian territory in 2025, especially remnants of war and unexploded ordnance (UXO) that continue to pose risks to the lives, safety, and livelihoods of people in the affected areas, where some Cambodian civilians have not yet been able to return to their homes. The information also serves as the basis to support the implementation of observing, verifying, and reporting tasks in a professional and verifiable manner.
The presentation also revealed that 349 villages were affected and more than 640,000 civilians were immediately evacuated to safety areas. In this regard, CMAC has completed information research on 335 villages and identified a total of 386,880 hectares of affected areas covering 5,409 polygons, of which more than 295,096 hectares are threatened by cluster munitions, and collected and identified more than 16,000 testimonies.
It is important to emphasize that Cambodia has always provided full support to the ASEAN Observer Team (AOT) and emphasizes the indispensable importance of strengthening the role and mandate of the AOT to conduct on-site inspections to verify and ensure the full and effective implementation of the ceasefire, aiming to promote transparency, accountability and mutual trust.

អ្នកនាំពាក្យក្រសួងការពារជាតិ នៃព្រះរាជាណាចក្រកម្ពុជា សូមជម្រាបជូនសាធារណជន អ្នកសារព័ត៌មានជាតិ និងអន្តរជាតិ មេត្តាជ្រាបថា៖
នៅថ្ងៃចន្ទ ទី៣១ ខែសីហា ឆ្នាំ២០២៦ វេលាម៉ោង ០៨:៥០នាទីព្រឹក ក្រុមអ្នកសម្របសម្រួល (CLG) នៃព្រះរាជាណាចក្រកម្ពុជា បានសម្របសម្រួលជូនក្រុមអ្នកសង្កេតការណ៍អាស៊ានប្រចាំព្រះរាជាណាចក្រកម្ពុជា (ASEAN Observer Team–Cambodia: AOT-KH) និងក្រុមអនុព័ន្ធយោធាបរទេសប្រចាំកម្ពុជា (Military Attaché Corps Phnom Penh: MACPP) ចូលរួមស្តាប់បទបង្ហាញរបស់ ឯកឧត្តម ហេង រតនា ប្រតិភូរាជរដ្ឋាភិបាល ទទួលបន្ទុកជាអគ្គនាយកមជ្ឈមណ្ឌលសកម្មភាពកំចាត់មីនកម្ពុជា (CMAC) ស្តីពី «បច្ចុប្បន្នភាពនៃស្ថានភាពសំណល់យុទ្ធភណ្ឌសង្គ្រាមរបស់យោធាថៃនៅលើបូរណភាពទឹកដីកម្ពុជា ក្នុងសង្គ្រាមឆ្នាំ២០២៥» ដែលបានប្រព្រឹត្តទៅនៅទីបញ្ជាការដ្ឋានមជ្ឈមណ្ឌលសកម្មភាពកំចាត់មីនកម្ពុជា (CMAC) រាជធានីភ្នំពេញ។
កម្មវិធីនេះមានការអញ្ជើញចូលរួមពីសំណាក់ក្រុមអ្នកសង្កេតការណ៍អាស៊ានចំនួន ៣៧រូប ដឹកនាំដោយ លោកឧត្តមនាវីត្រី Glenn Z. Dizon ប្រធានបេសកកម្មក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (HOM AOT) មកពីសាធារណរដ្ឋហ្វីលីពីន និងក្រុមអនុព័ន្ធយោធាបរទេសប្រចាំកម្ពុជាចំនួន ១៦រូប មកពីបណ្តាប្រទេសជាមិត្ត និងប្រទេសសមាជិកអាស៊ាន។
បទបង្ហាញដ៏មានសារៈសំខាន់នេះ មានគោលបំណងផ្តល់ជូនក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT) និងក្រុមអនុព័ន្ធយោធាបរទេស នូវបច្ចុប្បន្នភាពព័ត៌មាន និងព័ត៌មានបច្ចេកទេសស្តីពីការស្រាវជ្រាវ វាយតម្លៃ និងកំណត់តំបន់រងផលប៉ះពាល់ដោយសំណល់យុទ្ធភណ្ឌសង្គ្រាម និងដើម្បីបង្កើនការយល់ដឹងកាន់តែស៊ីជម្រៅអំពីស្ថានភាព និងវិសាលភាពនៃផលប៉ះពាល់ ដោយសារសង្គ្រាមថៃឈ្លានពានមកលើទឹកដីកម្ពុជាអំឡុងឆ្នាំ២០២៥ ជាពិសេសសំណល់យុទ្ធភណ្ឌសង្គ្រាម និងយុទ្ធភណ្ឌមិនទាន់ផ្ទុះ (UXO) ដែលនៅតែបន្តបង្កហានិភ័យដល់អាយុជីវិត សុវត្ថិភាព ការរស់នៅ និងការប្រកបរបរចិញ្ចឹមជីវិតរបស់ប្រជាពលរដ្ឋនៅតំបន់រងផលប៉ះពាល់ដែលមកទល់ពេលនេះនៅមានប្រជាពលរដ្ឋស៊ីវិលកម្ពុជាមួយចំនួនទៀតនៅមិនទាន់អាចវិលត្រឡប់ទៅកាន់លំនៅដ្ឋានរបស់គាត់វិញបាននៅឡើយ ព្រមទាំងជាមូលដ្ឋានព័ត៌មានគាំទ្រដល់ការអនុវត្តភារកិច្ចសង្កេតការណ៍ ផ្ទៀងផ្ទាត់ និងរាយការណ៍ឱ្យបានត្រឹមត្រូវ ប្រកបដោយវិជ្ជាជីវៈ និងផ្អែកលើព័ត៌មានដែលអាចផ្ទៀងផ្ទាត់បាន។
ជាមួយគ្នានេះផងដែរ តាមរយៈការធ្វើបទបង្ហាញបានឱ្យដឹងថា មានភូមិចំនួន ៣៤៩ ដែលបានរងផលប៉ះពាល់ និងមានប្រជាពលរដ្ឋជាង ៦៤០.០០០នាក់ ត្រូវបានជម្លៀសទៅកាន់តំបន់សុវត្ថិភាពភ្លាមៗ។ ក្នុងនោះ មជ្ឈមណ្ឌលសកម្មភាពកំចាត់មីនកម្ពុជា (CMAC) បានបញ្ចប់ការស្រាវជ្រាវព័ត៌មានបានចំនួន ៣៣៥ភូមិ និងការកំណត់តំបន់រងផលប៉ះពាល់សរុបជាង ៣៨៦.៨៨០ហិកតា គ្របដណ្តប់លើ ៥.៤០៩តំបន់ (Polygons) ក្នុងនោះផ្ទៃដីជាង ២៩៥.០៩៦ហិកតា រងការគំរាមកំហែងដោយសារគ្រាប់បែកចង្កោម ព្រមទាំងប្រមូល និងកំណត់សក្ខីកម្មជាក់ស្តែងបានជាង ១៦.០០០សក្ខីកម្ម។
សូមគូសបញ្ជាក់ថា កម្ពុជាតែងតែផ្តល់ការគាំទ្រយ៉ាងពេញទំហឹងដល់ក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (AOT) ព្រមទាំងសង្កត់ធ្ងន់ទៅលើសារៈសំខាន់មិនអាចខ្វះបានក្នុងការពង្រឹងតួនាទី និងអាណត្តិរបស់ AOT ក្នុងការចុះពិនិត្យផ្ទាល់នៅទីតាំងជាក់ស្តែង ដើម្បីផ្ទៀងផ្ទាត់ និងធានាការអនុវត្តបទឈប់បាញ់ឱ្យបានពេញលេញ និងប្រកបដោយប្រសិទ្ធភាព សំដៅលើកកម្ពស់តម្លាភាព គណនេយ្យភាព និងការជឿទុកចិត្តគ្នាទៅវិញទៅមក។

The ASEAN Observer Team in Cambodia (AOT-KH), led by the Head of Mission (AOT-KH HOM) from the Republic of the Philippines, was on a field visit to observe, verify, and report on the situation along the Cambodia–Thailand border. The team also inspected the deployment of shipping containers, installation of barbed wire, excavation of trenches, construction of bunkers and roads on Cambodian territory, as well as the illegal occupation by the Thai military at the O’Smach International Point of Entry, particularly in the area of the construction workers’ camp located in O’Smach Village, O’Smach district, Samraong Municipality, Oddar Meanchey Province.
