The government can’t appoint most of the embers of the Federal Reserve Board and, consequently, the Open Market Committee, which decides the interest rate. What can Trump’s government do? It is likely that the PayPal mafia was told to create an alternative system of monetary circulation, with a complete replacement of the dollar. Afterwards some strategic measures could be taken to adopt a digital dollar, not controlled by the Fed. This was not achieved. And this cannot be achieved. The government did not explicitly state that they are printing a national currency in which people can pay taxes — this is the prerogative of the Federal Reserve. And it is too difficult to repeal the Federal Reserve Act. The idea was to create an alternative system first, and then gradually replace the Federal Reserve, but if they do this, they will not get anything other than a decrease in tax collection and business activity. So it is likely that a decision was made to start an operation to reduce the influence of the Federal Reserve in the American economy, and the law on stablecoins is not a law aimed at improving the efficiency of the American economy, the monetary system, or the financial system in general. It is a law that aims to create more or less guaranteed monetary surrogates. Trump’s government wants to make it so that the emission of money was carried out not only by the Fed, but also by any company that buys treasuries. So the company issues these stablecoins, covers its turnover with them, and gets a small income from the treasuries under which it issued the stablecoins. Firstly, it is meant to reduce the administrative burden on cryptocurrency trading, because the government has been very restrictive, making it extremely difficult to use cryptocurrency. Secondly, and more importantly, it is meant to make it possible to trade guaranteed crypto assets, or stablecoins. So, what is Bitcoin? Bitcoin is an open-source system that allows you to exchange assets. By definition, the number of these assets is limited. It's impossible to print them, and there are no guarantees that it will be worth anything. Bitcoin is a purely speculative element, it is only bought to be sold later. This is the result of the existence of exchange-based thinking. However, it is theoretically possible to create a similar scheme based on, say, dollars or treasury bonds — stablecoins. So with the new legislation, a company that has assets in the form of dollars or treasury bonds or gold can decide to issue these stablecoins and peg them to the company’s assets to facilitate the circulation of its assets. Instead of buying bonds, for which you’d have to engage in bureaucratic procedures, you buy these assets that are stored in your computer’s wallet, and you can use them as if they were treasury bonds or dollars. This makes monetary circulation much easier, and you retain control. And the existing bureaucratic constraints — Trump’s legislation just lifted them. But from an economic standpoint, stablecoins are monetary surrogates. When the state issues its treasury bonds, it sells them, it gets dollars which then flow to the budget and which then can be spent. Can’t pay taxes in stablecoins. If you need to pay a tax and you do not have money in the bank, you sell part of your stablecoins on the market, get dollars in return and then you pay taxes. So stablecoins is a classic monetary surrogate. The question is, what will the effect be? The effect will be as follows: the flow of money into the budget will decrease, which will have a negative impact on the economy. So if the point is not to boost the economy, what is it?
