Pre & Mains Notes
1. Agentic Misalignment & New AI Catch-Phrases WHAT HAPPENED Recent AI research has highlighted new concerns around agentic misalignment, mechanistic interpretability and recursive self-improvement. These concepts reflect the growing risks as AI systems become more autonomous and capable. CORE ISSUE Ensuring AI systems remain aligned with human goals as their autonomy and capabilities increase. KEY DETAILS Agentic Misalignment: AI agents pursue objectives conflicting with their users’ interests or operators’ instructions. Mechanistic Interpretability: Attempts to understand internal neural-network processes and identify hidden objectives. Recursive Self-Improvement: AI improving its own capabilities could create increasingly capable systems beyond human control. Instrumental Convergence: Advanced AI may develop unintended sub-goals like self-preservation or resource acquisition. WHY IT MATTERS Greater AI autonomy can make misaligned behaviour harder to detect, predict and control. Highlights the need for AI safety research, oversight and governance. 2. UPI Payments: Proposed Charges on High-Value Transactions WHAT HAPPENED The government has notified that banks and payment systems cannot impose charges on UPI transactions up to ₹2,000. The move follows concerns that the absence of MDR is making the UPI ecosystem financially unsustainable. CORE ISSUE Balancing affordable digital payments with the financial sustainability of the UPI ecosystem. KEY DETAILS No Charge: UPI transactions up to ₹2,000 remain free for users and small merchants. High-Value MDR: Charges above ₹2,000 may be imposed on merchant transactions, not person-to-person payments. Legal Basis: Amendment to the Payment and Settlement Systems Act, 2007 enables such MDR. MDR Concern: Banks/payment providers cite rising infrastructure costs; MDR typically ranges 1–3%. WHY IT MATTERS Could provide a sustainable revenue model for UPI infrastructure while protecting small-value digital payments. The government continues subsidising low-value BHIM-UPI and RuPay transactions through an incentive scheme.

KEY DETAILS Weak-to-Strong: Aligned weaker models supervise and evaluate more capable AI systems. Automated Oversight: AI agents inspect, critique and red-team advanced models. Mechanistic Interpretability: Examines neural networks to detect deception or hidden objectives. Key Risks: Instrumental convergence, deceptive alignment and recursive self-improvement. WHY IT MATTERS An unaligned superintelligent system could autonomously pursue goals harmful to human interests. Highlights the need for AI safety thresholds, international coordination and robust human control.

1. Proposed Article 371(K): Special Governance Framework for Ladakh WHAT HAPPENED The Ministry of Home Affairs has proposed Article 371(K) under Part XXI to establish a directly elected governing body with legislative powers for Ladakh. CORE ISSUE Balancing democratic representation, tribal rights, land and ecological protection with Ladakh’s status as a Union Territory. KEY DETAILS Elected body: Proposes a directly elected UT-level legislative body, reducing dependence on bureaucratic/Lieutenant Governor-led administration. Key powers: Legislative authority over land, property transfer, culture, language, forests, environment and natural resources. Constitutional protection: Draws from Articles 371A & 371G, where certain central laws require local legislative assent. Powers unresolved: Financial autonomy, budget allocation, executive powers, police and public order remain undecided. WHY IT MATTERS The proposal offers Ladakh a sui generis constitutional governance model without granting either statehood or Sixth Schedule status, while addressing demands for greater local autonomy. 2. Orangutan: Species in News WHAT HAPPENED Five juvenile orangutans were rescued from a coastal casuarina plantation in Balasore, Odisha, prompting an investigation by Odisha Police STF and WCCB. Pre & Mains Notes
1. Dogri’s Traditional Script Makes a Comeback a) Why in News? New signboards in Jammu are using Namey Dogra Akhar, reviving the traditional script of Dogri. b) Key Points • Dogri is an Indo-Aryan language, mainly spoken by Dogras in Jammu; Census 2011 recorded nearly 2.6 million speakers. • Namey Dogra Akhar is a modified form of Takri, Dogri’s older script. • Maharaja Gulab Singh revived Takri; Maharaja Ranbir Singh modified it using vowel signs from Devanagari and used it for administration. • Its official use declined after 1885, while Devanagari gradually became the dominant Dogri script. • Dogri Sanstha (1944) adopted Devanagari; Sahitya Akademi recognised Dogri in 1969. • Dogri was included in the 8th Schedule in 2003 and became an official language of J&K UT in 2020. c) Prelims: Dogri → Indo-Aryan | Takri → traditional script | 8th Schedule → 2003 d) Mains: Revival of traditional scripts helps preserve linguistic diversity, cultural identity and intangible heritage. 2. Nicotine Pouches: A Regulatory Grey Area a) Why in News? An ICMR-NICPR study found nicotine pouches being sold through online platforms and shops in India, raising concerns over their regulation. b) Key Points • Nicotine pouches are tobacco-free, placed between the lip and gum, and deliver nicotine without smoke or vapour. • COTPA, 2003 regulates tobacco products → nicotine pouches contain nicotine but no tobacco, creating ambiguity. • PECA, 2019 bans e-cigarettes → pouches are neither electronic nor produce aerosol, so they are not directly covered. • Nicotine can be regulated as a drug under the Drugs & Cosmetics framework, particularly when used therapeutically. • They may also interact with the Food Safety and Standards Act, 2006, whose definition of food is broad. • Imports involve Customs Act, Foreign Trade framework and DGFT rules → making their legal status even more complex. c) Core Issue: New nicotine products fall between tobacco, drug, food and import regulations, creating a potential legal loophole. d) Mains: Need clear classification, age restrictions, health warnings and regulation of online sales to prevent youth nicotine addiction. e) Prelims: COTPA–2003 | PECA–2019 | FSS Act–2006 | DGFT → Ministry of Commerce & Industry. 3. Arunachal Pradesh & Aksai Chin on UN-Endorsed Map a) Why in News? A UN-endorsed world map depicts Arunachal Pradesh and Aksai Chin between Indian and Chinese claim lines, rather than showing them simply within China. b) Key Points • Arunachal Pradesh → administered by India; claimed by China. • Aksai Chin → claimed by India as part of Ladakh; presently under Chinese control. • LAC separates areas under Indian and Chinese control but is not a mutually agreed international boundary. • The map separately depicts the LoC between India and Pakistan in J&K. • It emerged from the “Correct the Map” initiative, initially backed by the African Union to address distortions in conventional world maps. • The initiative challenges the Mercator projection, which exaggerates the size of regions at higher latitudes. • India maintains that international map depictions do not determine sovereignty or alter its territorial claims. c) Prelims: LAC → India–China | LoC → India–Pakistan | Aksai Chin → Chinese control, Indian claim | Mercator → greater distortion towards poles. d) Mains: Cartography can influence geopolitical narratives and territorial perceptions, even though maps themselves do not settle sovereignty disputes.
