How to rationalize the unending syllabus:
Suppose you are preparing the 7th Schedule. Now there are about 200+ subjects in all the three lists taken together. UPSC won't want you to mug up all the subjects but still they would want you to know about it and remember the necessary ones.
Then how do we know the necessary ones?
NCERTs. The ones given in NCERTs must be remembered as if UPSC would ever want to ask questions from the lists, it is highly likely to be from there.
This is one example of rationalization. You can apply it in other areas too, especially where there is too much data.
