Hey Texans....my data is showing that Dallas got all the CTCL money (~15MM) but the net effect bled over into neighboring Collins and Denton (who did not receive CTCL counties). I could almost lump all 3 together as CTCL Counties....The impact is significant on the model. Interesting observations coming out soon....

Here is a question to ponder. The value of these CTCL grants are really strange. An example would be Lancaster County VA who received $7,408. Why not $7,500 and just round up to the the nearest $500 value? If you are dolling out $400MM or so, why would you take the time to do a wire transfer like $7,408? It almost seems like there is an algorithm in place to calculate the amount and cut the checks. I have no idea what that algorithm might be....in you free time, ponder that.
