This looks like more than just a dip, this looks like something has changed. Rates dropping this sharply means a LOT of currency is rushing into the bond market on the long end; which means that insiders are fearful of a recession and looking for a safe haven. Tinfoil Hat Time: the reverse repo at the fed started climbing around Easter 2021 when all the Scamdemic stimulus was flooding the market, then it crossed above 2 trillion USD at the start of summer 2022, held a topping pattern for 1 year, has been dropping since the start of summer 2023, is now sitting at 1 trillion USD, and is on track to completely run out by around Easter 2024. The real question is, if banks could receive higher than market rates of return by parking their cash at the fed's reverse repo, then why would they ever pull their cash out? There seems to be only two possible explanations; that the insiders know a major recession is coming and are buying bonds to frontrun the move back down to ZIRP (zero interest rate policy), or the banks are withdrawing cash from reverse repo to cover losses elsewhere on their balance sheets... or both. @SilverStackerSS thinks it's both. The next few days and weeks will reveal more, but at this point a recession is no surprise, it just remains to be seen what the timing and intensity of it will be.
