NEW: One of the censorship industrial complex’s leading organizations just announced its next expansion targets: New York, Virginia, California—and Canada.
It’s also changing its name.
The Center for Countering Digital HATE is becoming the Center for Countering Digital HARM.
The broader mission comes with an expanded operation:
• More policy and partnerships staff pursuing changes in the three states.
• A Canadian office working directly with policymakers.
• A rapid-response research team.
• Former Meta researcher Jason Sattizahn joining as chief strategy officer.
CCDH’s influence already reaches well beyond publishing reports.
During COVID, it demanded platforms remove its “Disinformation Dozen,” including RFK Jr.—along with organizations they controlled and backup accounts.
Democratic senators cited that research when urging Facebook and Twitter to remove accounts.
Now the group is expanding the teams that turn its research into policy pressure. It already credits its legislative framework with shaping laws and enforcement internationally.

Advocates for Youth—the organization that partnered with the National Education Association on virtual sex-ed training—advertises these exercises:
• “Strategies for Dismantling White Supremacy in Sex Ed”
• “Addressing White Privilege When Teaching Sex Ed”
• “Maintaining Confidentiality about Transgender and Non-binary Students”
Teachers rehearse with avatars and receive coaching. The catalog also includes practicing responses to parents concerned about sex education in FIFTH GRADE.
The same organization’s school-policy guide recommends:
“Allowing students to declare their own name and pronoun, regardless of parent permission.”
It also advises adults to obtain the STUDENT’S consent before engaging families, particularly concerning names and pronouns.
The racial-justice rehearsals have their own participation guidelines: they are intended for white educators and staffed by white professionals.
The organization says this is:
“in order to not inadvertently harm any person of color”
Its 2024 annual report said the NEA partnership would make virtual sex-ed training available to THREE MILLION TEACHERS.

A funding guide co-published by Grantmakers Concerned with Immigrants and Refugees tells donors to finance documentation of economic harm for:
“future litigation, policy change, and reparations.”
The same document recommends funding ICE monitoring, direct-action networks, and litigation challenging enforcement practices.

| 6 |  +2REVEALED: UNC researchers are promoting “militant platform democracy”—a framework for Big Tech to prevent political leaders they deem anti-democratic from taking power.
They specifically name Trump, argue he should have been banned before January 6, and oppose his subsequent reinstatement.
One of the authors, UNC professor Daniel Kreiss, has also been appointed to a research chair at the University of British Columbia backed by C$8 MILLION in Canadian federal funding over eight years.
In an October 4 interview, Kreiss explained the objective of proactive platform moderation:
“to prevent anti-democratic actors from taking power in the first place”
He then singled out Trump:
“Trump should have been de-platformed far before January 6th happened.”
The paper, co-authored with researcher Lorcan Neill, also argues that Trump should not have been reinstated in 2023 or had remaining restrictions removed in 2024.
Their framework is titled:
“Militant Platform Democracy: A Framework for Democracy-Worthy Platform Policies.”
UNC’s own summary explains that militant democracy allows democratic states to preemptively restrict the rights of individuals, groups and parties that threaten democratic institutions.
The researchers propose applying that approach to social-media platforms.
Their recommendations include:
• Placing the democratic public’s rights above individual rights to expression on commercial platforms.
• Drawing a red line around strategic efforts to undermine public faith in elections.
• Assigning particular responsibility for democratic norms to political leaders and candidates.
• Restricting platform access based on threats to democracy.
Who would decide how those principles apply?
Kreiss said:
“We think platforms should decide for themselves”
Neill said the framework could help trust-and-safety employees advocate for changes inside their companies.
Meanwhile, UBC describes Kreiss’s new chair as an $8 million federal investment in democratic journalism. His research there will examine how journalism, digital platforms and new technologies shape democratic life.

| 7 |  +2REVEALED: A Yale student-group leader attended a Beijing program where a CCP propaganda official taught overseas students how to use campus life and personal social-media accounts to promote China.
The event also launched a competition offering PRIZES for posts published on students’ own overseas accounts.
Chinese state media identifies the Yale participant as Sun Xinglun, vice president of the Association of Chinese Students and Scholars at Yale.
The instructor was Li Zunwei, an official from the CCP’s CENTRAL PROPAGANDA DEPARTMENT.
His message to students:
• Use personal stories about family, friends and hometowns to persuade foreign audiences.
• Turn everyday campus experiences and classroom contributions into opportunities to promote China.
• Use overseas social media to spread that message.
His presentation urged students to become, translated from Chinese, a “walking calling card for China.”
The host was the Western Returned Scholars Association—a Communist Party-led United Front organization whose charter directs it to unite overseas-educated people around the Party and promote study of Xi Jinping’s political thought.
Representatives came from nearly 100 universities across 20 countries and regions, including Yale and Oxford.
Organizers reported that attendees planned to circulate the posting competition to classmates overseas and recruit friends to participate.
This was the program’s THIRD consecutive year.

| 8 |  +3REVEALED: Columbus’s mayor signed a deal to import nurses from Ghana into Ohio using taxpayer dollars.
Ghanaian officials say it could become a model for other U.S. states.
Mayor Andrew Ginther’s pitch:
“Ghana has made significant investment in training nursing professionals who can migrate legally to enter a ready market in Columbus.”
The groundwork began with his office in February.
Ohio University representatives have discussed preparing prospective Ghanaian nurses for work in Columbus.
And the sister-city nonprofit that helped arrange the deal? Columbus approved up to $225,000 in taxpayer funding for its operations this year.
That’s funding for the organization. The recruitment program’s own price tag remains unclear.
The announcements don’t identify hiring employers, how many nurses would come, or who pays their relocation costs.
The mayor has already signed.

| 9 |  +3UPDATE: Niskanen Center is also a subcontractor on a $1.25 MILLION federally funded project to help redesign refugee resettlement across America.
And HHS is now recruiting states to pilot the new system.
The Trump administration began funding the Welcoming Initiative for Newcomers through HHS with $1 million in February 2026, followed by another $256,748 in August.
Niskanen’s own September report discloses:
“The Niskanen Center is a subcontractor of WIN.”
It describes the assessment project as “financed 100% with federal funds.”
The project’s stated deliverables include a “nationwide readiness map” showing states’ readiness to adopt the new framework, alongside a roadmap for implementation. WIN identifies World Education Services and the Shapiro Foundation as lead partners.
The underlying state questionnaire asks officials where they could accommodate ADDITIONAL refugees.
The options include major metropolitan areas, secondary cities, smaller urban areas and “Rural areas.”
Then it asks:
“Please list specific regions, metros, or communities where capacity may exist.”
Officials are also asked to estimate how many refugees their states could support annually—with an option for 2,500-plus—and whether the new system would increase that capacity. These are planning estimates, not placement commitments.
The local-provider survey goes further.
It asks organizations to rate how much “Community receptivity” and “Local political context” limit their ability to receive additional refugees.
Those appear alongside housing affordability, wages, staffing and access to public benefits.
The same questionnaire asks whether expanded benefits, higher funding per person and longer service periods would improve refugee outcomes.
Now there is a federal application deadline.
HHS’s September 28 letter tells interested governors or their designees to submit pilot proposals by NOVEMBER 2.
States must explain:
• How they would select refugee-placement locations.
• How they would distribute cases among local providers.
• The anticipated number and geographic distribution of placement locations.
• Their projected capacity and consultation with local municipalities.
HHS also lists “public opinion/landscape” among the factors states should consider.
Under the pilot, participating states would take responsibility for placement and service delivery while ORR retains federal authority. Some components are expected to begin in January–March 2027, with others starting later that fiscal year.

| 10 |  REVEALED: The Global Disinformation Index is now pushing a €1 BILLION permanent fund for Europe’s “disinformation” industry—after President Trump shuttered its operations.
This organization plays a key role in the censorship industrial complex.
The numbers:
• $200 MILLION A YEAR — GDI’s estimate of advertising revenue redirected away from news sites through its work with industry partners.
• €400 MILLION — proposed contribution from the EU budget.
• €400 MILLION — proposed contributions from member governments.
• €200 MILLION — proposed contributions from institutional investors.
• €45 MILLION EVERY YEAR — projected endowment distributions to sustain the wider sector.
The proposal comes from GDI’s Richard Woods and the Atlantic Council’s Mark Scott. It would support organizations involved in fact-checking, platform monitoring, digital rights and regulatory litigation.
Its instructions are explicit:
“fixed investment mandates to insulate grant making from political cycles”
An independent board would govern the money. The European Parliament and European Court of Auditors would receive annual reports, but:
“without operational control over individual funding decisions.”
Meanwhile, GDI’s financial scrutiny extends beyond advertising. Its website describes examining creators’ merchandise sales, donations and platform revenue shares to inform action by governments and industry.

| 11 |  +1REVEALED: A Chinese Communist Party-run university advertised J-1 summer jobs in America for students to promote pro-China propaganda.
Chang’an University’s notice lists kitchen assistants, hotel staff and amusement-park workers, naming McDonald’s, Hilton and Universal Studios as potential workplaces.
Applicants must be willing to “tell China’s story well.” The program also aims to “spread China’s voice well”—the same language Xi Jinping uses to direct overseas propaganda.
One of the organizers, YuanSheng Education, openly says it is guided by Xi Jinping Thought.

Welcoming America’s rural refugee toolkit uses that phrase to describe storytelling in Cactus, Texas.
The immigration advocacy organization received a $500,000 Carnegie grant, approved in December 2025, to:
“Reshape the narrative about immigrants in new destination states.”
The two-year project emphasizes rural and politically diverse communities. It includes narrative training and a multimedia campaign intended to reach more than 150,000 people.
Carnegie reported an endowment of roughly $5 billion.
Welcoming America’s rural initiative dates to 2019. Its 2023 program required participating communities to establish inclusion goals, host a “Welcoming Week” event and draft a narrative for that event. Participants received individualized coaching.
The rural toolkit describes local media as:
“a positive force for changing public opinion.”
It highlights public forums and educational events in Cazenovia, New York, and relationships with local media used to promote stories about immigrant entrepreneurs in Austin, Minnesota.
A separate, older Welcoming America refugee-messaging guide lists these principles:
“Perception trumps reality.”
“Emotion trumps logic.”
“Brevity trumps precision.”

| 14 |  +2EXC: A Washington think tank whose immigration program receives Soros funding has identified hundreds of American counties as destinations for migrants. 96.5% of selected counties are majority White .
Residents would have no say.
Its November 2025 immigration blueprint urges policymakers to “enable local governments and private entities to sponsor immigrants directly.” It also proposes state visa programs and “incentivizing new arrivals to stay in specific states and regions.”
Two weeks later, Niskanen published its Migration Match Index, assessing American communities for their capacity to accommodate more immigration.
The report describes places with “aging, stagnant, or insufficient native labor supply.” It weighs factors including job openings, rental vacancies, affordability, unemployment, and age.
The authors explicitly discuss using updated data to plan resettlement following “an influx of asylum seekers at the border.” They also contemplate applications to a future refugee-admissions system.
Niskanen’s own funding disclosure lists $300,000 from Open Society Foundation for immigration work, covering the period when both documents were published. Other donors include the Rockefeller Family Fund and the Pritzker Family Foundation.
The organization already has a record of helping turn private sponsorship into policy.
Its 2025 annual report says it “helped conceive and implement” Welcome Corps, the private refugee-sponsorship program established under Biden.

| 17 |  +3Immigration advocacy groups are helping states build entire government offices to make immigrants’ needs a political priority—with PUBLIC MONEY.
They’re called “Offices of New Americans.”
Their national network reports participation from 24 states.
These offices expand immigrant services, advise governors and lawmakers, and—in some states—provide free lawyers to fight deportation.
And “New Americans” doesn’t mean you have to be an American citizen.
New York explicitly includes people born abroad and their children “irrespective of immigration status.”
That includes illegal immigrants.
The American Immigration Council and World Education Services help states expand this model through coaching, research and policy advice.
The playbook even explains how to give these offices “continuity across administrations.”

| 18 |  REVEALED: An anti-ICE protest group advertised PAID organizing jobs at up to $36 AN HOUR.
Hourly pay. Bonuses. Daily fundraising targets.
The group is GAIA. Its job advertisement names “ICE Breakers” among the campaigns recruits would work on, alongside organizing and fundraising duties.
Its published Home Depot campaign has this goal:
“shut down every Home Depot in LA for one day”
Its Hilton campaign pressures hotels to stop housing ICE agents and encourages refundable reservations followed by cancellations within hotel policies.
And an October 24–25 training will rehearse a fictional campaign against “Stilton Hotels” and an immigration-enforcement agency called “FICE.”
The curriculum includes choosing targets, nonviolent direct action and “OPSEC & Security Culture.”

| 19 |  +3REVEALED: Preschool teachers were offered training on preparing children for “a lifetime of justice work.”
The workshop was literally called:
“Nurturing Future Activists.”
Advertised at an April 2026 Pennsylvania summit for educators teaching PRESCHOOL through second grade, it promised classroom ideas teachers could implement immediately.
The same summit promoted “Radical Morning Meeting” training from Philly Children’s Movement.
Here’s how that organization describes its mission:
“in order to create systemic change, we must change the way that people raise children.”
Its framework has already been piloted in FOUR Philadelphia public elementary schools: Adaire, Vare-Washington, Kearny and Spring Garden.
The group traces its origins to a children’s march supporting Black Lives Matter. Its event history includes protests against Moms for Liberty.
Then there’s Rutgers.
A university-produced curriculum names the group as a partner and includes a third-grade unit called:
“Becoming an Activist for Racial Justice.”
Activities include creating chants, songs and protest signs.
The curriculum asks teachers:
“Am I engaging students in activism and taking action in their schools and communities?”

| 20 |  +3EXC: A taxpayer-backed operation recruiting landlords to house refugees kept running after Trump suspended its State Department funding.
Separate, existing HHS funding kept part of the project operating.
The program is Refugee Housing Solutions, run by Church World Service.
One HHS award committed nearly $2 MILLION to expanding its work.
Its partnership with rental platform ReHome reported recruiting 15 landlords and property managers offering more than 1,000 available housing units in six months.
And look at the financial assurances offered in one Philadelphia placement described in its case study:
A resettlement agency paid the security deposit.
Paid the first month’s rent.
And promised to “cover the full rent amount” if the refugee household couldn’t pay.
The case study doesn’t identify who funded that particular guarantee. Federal support for the landlord-recruitment project itself is documented.
Before the freeze, the project also used State Department support to research incentives including prepaid rent insurance and a proposed $500 lease-renewal bonus.
Then, in March 2026, it published another update about working with landlords.
The State Department award was suspended.
Taxpayer support for the operation survived through another federal agency.
