#RemovalofImpliedRights WOIRA otherwise known as ROIRA is a tool. The police use them and Council's so they are effective. What is does is cut out the step of you formally asking the person to leave. So if they have no warrant, they are already a trespasser when they step on the property. If they obstruct you, that then makes them guilty of a criminal offence of aggravated trespass. You can only sue for trespass for losses suffered, so often a bailiff will ignore the notice, but not cause any loss. This is common in Council Tax cases where there is NO WARRANT or LIABILITY ORDER. (so it is always important to ask to see the order and take a picture of it for evidence!). Video them and if they obstruct or assault you, it is then criminal, not just a civil matter.
