Watershed or Worry? Saudi-Pakistan Defence Pact Shakes Up Region’s Geopolitics
What’s New:
Saudi Arabia & Pakistan signed a Strategic Mutual Defence Agreement on September 17, 2025 in Riyadh.
The pact commits that “any aggression” against one party is seen as aggression against both.
Seen as a landmark, formalizing defence cooperation: joint trainings, possibility of Pakistani forces deploying to Saudi, etc.
Why It Matters Now:
Gulf states feel increasing insecurity given recent conflicts (e.g. Israel-Gaza war, strikes on neighbouring states, the Israeli attack on Doha) and waning trust in U.S. guarantees.
Pakistan’s historically close relationship with Saudi gains formal strength beyond financial aid—this deal gives it more leverage.
What India Should Watch / Implications:
Strategic Depth for Pakistan: Pakistan’s stature in the Gulf gets a boost, possibly changing how Saudi Arabia balances between India and Pakistan.
Diplomatic Complexity: India has been building its relationship with Saudi Arabia; this pact adds another layer. New defence cooperation between Saudis and Pakistan might push India to calibrate its diplomacy more carefully.
Security Postures Tighten: With such pacts in play, regional neighbours may adjust their own posture (military, diplomatic) to hedge uncertainties. India might need to reaffirm its deterrence around its fronts and border areas.
Nuclear Shadowing Concerns: Even though the agreement doesn’t explicitly create a nuclear umbrella, the symbolism and language of “joint deterrence” and “aggression” can raise anxieties. India will be watching closely to see how this evolves.
Operational Details Will Matter: Exactly how military cooperation is structured—troop deployments, bases, command linkages, rules of engagement—will determine real impact. India has to monitor these closely.

Heavy Rainfall & Disasters in Uttarakhand & Himachal – Explained
Recent Events:
Uttarakhand and Himachal Pradesh have seen extreme rainfall, cloudbursts, landslides, and flash floods over the last month, killing at least 15 people and disrupting communication.
Rainfall Pattern:
Consecutive low-pressure systems from Bay of Bengal moved farther north this monsoon.
34% surplus rainfall in August in northwest India.
67% above-normal rainfall in September so far.
Why Hilly Areas Are Vulnerable:
In mountains, intense rainfall quickly triggers landslides, mudslides, and flash floods because water carries soil and debris downhill.
Rivers often choke, forcing water into roads and settlements, worsening destruction.
Topography & Rainfall:
Hilly terrain favors rapid uplift of moist air, leading to towering clouds and localised heavy rain.
Example: Udhampur (J&K) recorded 630 mm rainfall in 24 hrs on Aug 27 — equal to Rajkot’s annual rainfall.
Climate Change Factor:
Western disturbances (winds from Mediterranean) are shifting southward and interacting with monsoon systems.
This is causing more frequent extreme rainfall and longer dry spells.
Global warming and Arctic ice melt are seen as major contributors.
Key Message:
Such disasters are becoming more frequent due to climate change + topography, demanding better prediction and disaster management in Himalayan states.

Unified Pension Scheme (UPS)
Key Features
Provides an assured pension of 50% of the average basic pay of the last 12 months before retirement (requires minimum 25 years of service).
Spouse benefit: After the pensioner’s death, the spouse gets 60% of the pension.
Minimum guaranteed pension: ₹10,000 per month after 10 years of service.
Government contribution: 8.5% of basic pay + DA to a pool corpus.
Offers a lump sum payment of 1/10th of last basic + DA for every completed 6 months of service.
Employees dismissed from service are not eligible for assured payout.
UPS vs NPS
UPS is optional, whereas NPS is mandatory for employees who joined service after January 1, 2004.
Under UPS, employee and employer each contribute 10% of basic pay + DA.
Under NPS, employee contributes 10%, employer 14%, but the final pension is market-linked (no assured amount).
UPS offers an assured monthly payout, while NPS depends on the accumulated corpus.
UPS allows employees to switch back to NPS once before retirement or VRS, but not vice versa.
Why Adoption Is Low
Many employees still prefer the Old Pension Scheme (OPS), which required no employee contribution and gave 50% of the last drawn basic + DA as pension.
Skepticism about UPS benefits compared to OPS.
Government is trying to spread awareness — deadline to opt is September 30, 2025, but only about 40,000 of 23.94 lakh eligible employees have chosen UPS so far.
