#BiharCurrentAffairs Bihar, WB to Form Joint Panel to Resolve Link Canal Dispute Bihar and West Bengal on Saturday agreed to constitute a joint committee to amicably resolve the long-pending dispute over construction of an 8-km-long link canal in the jurisdiction of West Bengal to facilitate irrigation facilities in 67,000 acres of land in Kishanganj district. The decision was taken at the 25th meeting of the East Zonal Council (EZC) held in Kolkata. Bihar Liquor Law: Less than 1% Conviction Since 2016 The record of the Bihar Prohibition and Excise Act reveals that on the ground, the implementation of the law is hobbled by poor conviction rates and rising pendency of cases. Between 2016, when the prohibition law came into effect, and October this year, the Bihar Police and Excise department has lodged 4 lakh cases, arresting about 4.5 lakh people, with about 1.4 lakh people being tried in various courts. Of those who faced trial, only about 1,300 people – or less than 1 per cent – were convicted, among them only 80-odd suppliers and traders. About 900 people have been acquitted for lack of corroborative evidence. Alarmed by the overwhelming number of arrests of drinkers and the overcrowding of jails, the state government had amended the law in April last year to allow first-time drinkers to get away with a fine of Rs 2,000 to Rs 5,000. Though the courts have expedited the bail process in prohibition cases, over 25,000 people continue to languish in jail awaiting trial. Also, there is high discrepancy in hooch-related death data in Bihar. #BiharCurrentAffairs PRIs Unable to Levy and Collect Taxes in Bihar: CAG Report The audit report of the comptroller and auditor general (CAG) for the year ending March 2021, which was tabled in the state legislature on Friday states that the panchayati raj institutions (PRIs) were unable to levy and collect taxes for want of the Bihar Panchayat (gram panchayat, audit, budget and taxation) Rules despite recommendation of the state finance commissions and relevant provisions in the BPRA, 2006. The PRIs in the state did not have adequate staff to discharge the devolved functions. At GP level, 4,751 posts (56% of the sanctioned strength) of the panchayat secretary were vacant, whereas 455 posts of block panchayati raj officer (BPRO) (64% of the total sanctioned strength) were vacant at the block level. As of November 2019, utilisation certificates (UCs) of only ₹13,695.45 crore (46.71%) were submitted by the PRIs against total grants of ₹29,319.83 crore, released during the period up to 2017-18.

#BiharCurrentAffairs Patna’s ICMR Institute Gets WHO Kala-azar Support The WHO has recognised Patna's Rajendra Memorial Research Institute of Medical Sciences (RMRIMS)as its collaborating centre for Leishmaniasis, a parasitic disease endemic in South East Asia. This is the first institution in Bihar to have been recognised as WHO’s collaborating centre. It will strengthen the outbreak surveillance and monitoring and evaluation of leishmaniasis. As many as 33 of Bihar's 38 districts are kala-azar (visceral leishmaniasis) endemic, and is among India's four kala-azar endemic states, the others being Jharkhand, Uttar Pradesh and West Bengal. Bihar accounted for 80% of the 1,352 kala-azar cases in the four endemic states, as per government data last year. The Centre targets to eliminate kala-azar as a public health problem, with block level incidence of cases less than 1 per 10,000 population by 2023.
