He introduced India’s first Single Window System for Persons with Disabilities and pilot direct bank transfers for MGNREGA, a solution that later scaled nationally. Rising to become Private Secretary to former Chief Minister Naveen Patnaik, he led the 5T governance drive (Teamwork, Technology, Transparency, Time, Transformation), steering major projects in digital governance, infrastructure and citizen service delivery. Odisha’s decades-long emphasis on scientific early warning, mass evacuation, community volunteers and rapid rehabilitation introduced by IAS Panadian has repeatedly minimised casualties during severe cyclones. This "zero-casualty" cyclone management model is now globally cited as a benchmark in climate resilience. That's why Venezuela's government invited Pandian to visit earthquake-hit regions, meet President Delcy Rodríguez personally, and share Odisha's disaster preparedness playbook on rehabilitation, warning systems, and community-led recovery. VK Pandian’s trip also stands as an example of governance diplomacy, where subnational expertise travels globally to build resilience against climate and geophysical disasters. On June 24, 2026, twin earthquakes of magnitude 7.2 and 7.5 struck northwestern Venezuela, hitting Caracas and La Guaira the hardest, killing over a thousand people. With the country’s public services already under strain, the quake showed how urgent it is to have organised preparedness and fast response systems. That’s the exact kind of gap Odisha’s disaster-management model aims to fill.
