Request for Expressions of Interest(Consulting Services Firms Selection)Country: Federal Democratic Republic of EthiopiaName Of Project: Awash Melka Kunture & Hoja Dure Towns' Water Supply, Sanitation & HygieneAssignment Title: Study & Design Review, Contract Administration & Construction Supervision of Awash Melka Kunture & Hoja Dure Towns' Water Supply Projects.Cotract Reference Number: QCBS/OWMEB/WRDF/BFT/HD/ AM/C/03/2018 Awash Melka Kunture Town in OSZSF and Hoja Dure town in OSZSF have received financing from Basket Fund Program (EIB, AICS & AFD) through WRDF toward the cost of the Water Supply, Sanitation & Hygiene of the respective projects.Accordingly, the Oromia Regional State, Water, Mineral & Energy Bureau on behalf of the two towns intends to apply part of the proceeds for the Consulting Services. The consulting services include assisting the user towns water utilities in study & design review, contract administration & construction supervision of towns' water supply and sanitation projects.The Services are estimated to be rendered for a period of 18 months (lump sum contract 6 months & time based contract 12 months).
Duties & Responsibilities:Conduct water supply, sanitation & hygiene access, the town's management status, & its capacity;Prepare detail feasibility design for the towns' water supply system & sanitation facilities plan needed, capacity building of town water boards, & utilities with detail business plan & tender document;Under take construction supervision & contract administration of water supply & sanitation system;Conduct different phase training to utility staffs & board members.The Oromia Water, Mineral & Energy Bureau now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services. Interested Consulting firms must provide information that they are qualified to perform the Services including:Brief description of the adequacy of the Consulting firm to respond to the assignment (maximum 2 pages);Documentation justifying general qualification: technical and managerial organization of the Firm, general qualification and availability of appropriate skills among staff and audited financial statement.Financial statement of the firmExperience in similar conditions over the last 5 years;Description of a minimum of 3(three) general experiences & 2 (two) similar assignments in water supply projects over the last 5 years (dates and duration, financing source and a brief description);Any other relevant information.The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Quality & Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
