🏆 Our colleagues at the Ministry of Science and Higher Education of the Russian Federation are organising the 2026 World Russian Language Championship! Foreign citizens and stateless persons aged 16 to 35 from around the world are invited to take part. Each team must consist of three participants and one mentor. 🚘 From July to October, the teams will compete in online qualifying rounds. The 30 strongest teams will travel to Moscow for the Championship final, which will take place from November 19 to 23. Participants can look forward to competitive challenges, a cultural programme, new connections, and opportunities to meet people from different countries. The winners will receive the title of World Russian Language Champion, the Championship Cup, and an opportunity to study at a Russian university under the quota of the Government of the Russian Federation. 📌 Participation is free of charge. 📅 Applications are open until July 27, 2026. 🔗 Learn more and apply on the official Championship website. ✨The project is implemented by the Ministry of Science and Higher Education of the Russian Federation.

🇧🇷 Maria Prokofieva Speaks at CORAL 2026 in São Paulo The First Russia–Latin America Strategic Cooperation Forum, CORAL 2026, is currently underway at the Legislative Assembly of the State of São Paulo (ALESP). Organised by CICRAL Brazil with the support of the Alexander Gorchakov Public Diplomacy Fund, the forum brings together representatives of government institutions, universities, think tanks and civil society organisations from Russia and Latin America. 🌏 Maria Prokofieva, Co-Founder of the Center for International Interaction and Cooperation (CIIC) spoke at the session “Systemic Transformation: Autonomy, Integration and New Geometries of Power.” She emphasised that the transition towards a multipolar world is creating a need for new institutions at both the state and civil society levels. A civil society levels. A central part of her presentation focused on the International Association of Political and Electoral Experts (IAPEE) a professional platform established to promote independent electoral expertise, methodological exchange and direct cooperation between specialists from different countries. 😊 Maria Prokofieva also highlighted opportunities for expanding horizontal cooperation between Russia and Latin America, including through the development of Rossotrudnichestvo’s network of Partner Russian Houses in collaboration with local educational, cultural and civil society organisations. “The new geometry of power is also being shaped by universities developing joint programmes, young people launching international projects, civil society organisations maintaining channels for dialogue, and professionals building their own international communitie. We live in a difficult and unstable time, but it also presents us with a historic opportunity: to become active participants in this transformation by creating institutions, networks and projects that reflect the interests and experience of our societies.” 🙏🏻 ✨ She concluded by thanking the Center for Integration and Cooperation between Russia and Latin America (CICRAL) for creating an exemplary platform for horizontal public diplomacy and practical cooperation.

He noted that public institutions help build dialogue between the state and society, provide independent expert assessment of decision-making, and contribute to strengthening internal stability. 🌏 Areg Agasaryan pays particular attention to the role of the Civic Chamber of the Russian Federation in this system: By bringing together representatives of civil society, the expert community, NGOs, and public authorities, it makes it possible to find solutions to pressing issues of internal development and to shape practices that may be in demand in international humanitarian cooperation, where the role of public diplomacy and civil society institutions is becoming increasingly important every year. 🇷🇺 As part of his work in the IX convocation of the Civic Chamber of the Russian Federation, Areg Agasaryan plans to focus particularly on international relations, public diplomacy, and humanitarian cooperation. 🌐 Diplomacy that excludes interference: the «Parliamentarians for Peace» conference brought the continents together On June 29, the IV International Conference «Parliamentarians for Peace»was held, organized by the State Duma of the Federal Assembly of the Russian Federation and the Central American Parliament PARLACEN. Participants discussed the role of parliamentary diplomacy in strengthening international dialogue, protecting state sovereignty, and shaping a multipolar world order. The discussion focused on: 🔵Leonid Slutsky, Chairman of the State Duma Committee on International Affairs, noted that the formation of a multipolar world has reached a point of no return. He emphasized the importance of developing cooperation between Russia and Latin America in business, education, and science, as well as the need to establish independent election observation institutions. 🔵 Victor Hugo Cifuentes Delgado, member of the Congress of the Republic of Guatemala, stated that parliamentary diplomacy should serve as a tool to counter inequality and external interference in the internal affairs of states. 🔵 David Alejandro Toro Ramírez, member of the House of Representatives of the Congress of Colombia and member of the governing council of the International Association of Political and Electoral Expertise, stressed the importance of international election observation and the inadmissibility of external interference in electoral processes. 🔵 Juan Dionicio Rodríguez Restituyo, Deputy Minister of Justice of the Dominican Republic, spoke in favor of developing multilateral parliamentary diplomacy as a mechanism for preventing international crises. 🔵 Julia Argentina Perié, former member of the MERCOSUR Parliament, called for the consolidation of international efforts and a more active stance by parliamentarians amid growing global tensions. 🤩 300 international students from 71 countries joined the new season of the Horizons of Opportunity Program On June 29, the opening ceremony of the Horizons of Opportunity Program took place. Today the Program starts its second season. Our main aim is to help talented international students of Russian universities develop professional skills, find partners and build long-term ties with Russia. The selection process took place from March to June 2026. Applications were submitted by 889 people who represent 96 countries, 190 higher education institutions and 67 regions of Russia. Following online testing and an introductory video competition, 300 international students from 71 countries, 111 higher education institutions and 50 regions of Russia were selected to take part in the Program. The opening ceremony was attended by: 🔹Areg Agasaryan — Deputy Chairman of the Public Council under Rossotrudnichestvo, Director of the NGO Center for International Interaction and Cooperation, First Deputy Director of the RUDN International Youth Center; 🔹Alexander Molodtsov — Vice President of the Russian Export Center; 🔹 Elena Galaktionova — Director of the Department for Multilateral Humanitarian Cooperation and Cultural Relations of the Ministry of Foreign Affairs of the Russian Federation; 🔹Nikolay Larin — Director of the RUDN International Youth Center; 🔹Konstantin Malyshev — Head of the Department for International Youth Cooperation and Tourism at the Ministry of Science and Higher Education of the Russian Federation. The opening ceremony was moderated by Maria Prokofeva, Director of the NGO Center for International Interaction and Cooperation. In his welcoming remarks, Areg Agasaryan emphasized: “For us, Horizons of Opportunity is, above all, an investment in human connections in trust between people and in a community that will continue to interact regardless of distance generational change or political circumstances.” He also highlighted the importance of participants’ joint work: “Behind every successful international project are people who have learned to hear each other work together and take responsibility for a shared result.” Nikolay Larin noted that this year the Program is expanding: “We are also implementing a regional stage, which will take place in four cities: Moscow, Saint Petersburg, Krasnodar and Vladivostok.” After the ceremony, participants took part in a TED Talks-format meeting with international graduates of Russian universities. The runoff determined the country’s leader for the 2026–2030 term. Turnout remained solid, reflecting the high stakes of this electoral process. 🌏 Following up on our mission during the first round, the International Association of Political and Electoral Expertise (IAPEE), with the support of the Observatory of Electoral Studies (OEEPI-UNLP), once again organized an observation team at overseas polling stations. This time, the mission brought together five observers from four countries, representing diverse regions across the globe. 📊 In parallel, our colleagues from Campaign Insider | Pavel Dubravsky prepared an in‑depth analytical report on the Colombian elections. The two leading candidates — right-wing populist Keiko Fujimori, daughter of former authoritarian leader Alberto Fujimori, and left-wing rural activist Pedro Castillo, a teachers’ union leader — are separated by less than one percentage point. With over 90% of ballots tallied, the outcome hinges on the remaining votes from remote rural areas, which are expected to favor Castillo. ✋ 🇧🇾Together for a Happy Childhood: Rossotrudnichestvo Supported Children in Brest On June 1, International Children’s Day, a celebration for children with disabilities was held at the Pegasus equestrian club in the Brest Region as part of Rossotrudnichestvo’s “Together for a Happy Childhood” project. 🫥 The program included safety workshops by emergency services, water safety specialists and the Belarusian Red Cross, horseback riding, art therapy, contests, a therapeutic exercise master class and a festive sweet table. On this day, 40 children received personalized gifts from Rossotrudnichestvo, including handheld massagers, bath towels and books. In addition, Brest City Children’s Polyclinic No. 2 received a special massage device for the comprehensive rehabilitation of children with nervous system and musculoskeletal disorders. Earlier, support was also provided to the Republican Scientific and Practical Center for Pediatric Oncology, Hematology and Immunology in Minsk. 😊 The project was implemented by Rossotrudnichestvo’s representative office in Belarus in cooperation with the Public Council under Rossotrudnichestvo, with the support of the Center for International Interaction and Cooperation, the Department for Humanitarian Activities of the Property Management Directorate of the President of the Republic of Belarus and the Brest Regional Organization of the Belarusian Red Cross.

🇺🇿 Congratulations to Our Colleagues on the 25th Anniversary of Rossotrudnichestvo in Uzbekistan A series of events dedicated to the 25th anniversary of Rossotrudnichestvo’s representative office in the Republic of Uzbekistan took place in Tashkent in late May. The central event of the anniversary program was the festive concert “Melodies of Friendship,” which brought together partners, graduates of Russian universities, and representatives of youth and public organizations. 😊 The participants were addressed by Head of Rossotrudnichestvo Igor Chaika, while Head of Rossotrudnichestvo’s representative office in Uzbekistan Irina Staroselskaya highlighted the Russian House’s contribution to the development of educational, cultural, and humanitarian cooperation between Russia and Uzbekistan. 🗳🇨🇴 Experts of the International Association of Political and Electoral Experts took part in observing the elections in Colombia On May 31, Colombia held the first round of its presidential elections, choosing a head of state and vice president for the 2026–2030 term. Eleven candidates participated, but none reached the 50% threshold required for an outright win. Voter turnout was approximately 54%, consistent with recent campaign averages. A runoff will take place on June 21 between the two frontrunners, Abelardo de la Espriella and Iván Cepeda. Incumbent President Gustavo Petro was unable to seek reelection, as the Colombian constitution prohibits it. 🌏 Members of the International Association of Political and Electoral Experts (IAPEE), with the support of the Observatory of Electoral Studies (OEEPI-UNLP), served as observers at overseas polling stations during the election. A total of twelve observers representing eleven countries took part in the mission. The observer group included representatives from Latin America, North America, Europe, Asia, the Middle East and Africa. According to preliminary reports, the mission noted a high level of organization in the voting process. 📌 This geographical distribution strengthens the international character of the observation effort. It shows that the mission was not limited to neighboring states or a single political region, but brought together experts from different electoral traditions and legal-political contexts. At the same time, the strong presence of countries from the Global South — including Latin America, Africa, Asia and the Middle East — gives the mission additional value from the perspective of comparative electoral expertise and South-South professional cooperation.

🇧🇾 Rossotrudnichestvo is launching the “Together for a Happy Childhood” project in Belarus, aimed at supporting children who especially need care, attention and practical assistance. Ahead of International Children’s Day, our colleagues will hold two events — in Minsk and in Brest Region. As part of the project, modern rehabilitation equipment is being donated to children’s medical institutions to help improve the recovery process for young patients. 🚀 On May 28, the Republican Scientific and Practical Center for Pediatric Oncology, Hematology and Immunology in Minsk became the first venue of the project. Children undergoing treatment took part in the “Space Is Us” event, which included animators, a space-themed quiz and gifts. The Center also received rehabilitation equipment for children recovering after bone marrow transplantation. On June 1, a celebration for children with disabilities will take place in Brest Region. It is organized by the Brest Regional Organization of the Belarus Red Cross with the support of the Russian House in Belarus and partners. 🌏 Center for International Interaction and Cooperation supports the implementation of the project. For us, it is important to be part of initiatives where humanitarian cooperation is expressed not only in words, but also in concrete assistance to those who need it. 🕊 New Horizons for Humanitarian Cooperation On May 21, during the official presentation of the International Humanitarian Corps a cooperation agreement was signed between the International Humanitarian Corps and the Center for International Interaction and Cooperation, whose Board of Founders is chaired by Areg Gareginovich Agasaryan. The agreement is aimed at developing fair and partnership-based cooperation in the humanitarian and cultural spheres, as well as at implementing joint projects in Russia and abroad. 🌏 For the Center for International Interaction and Cooperation, this is another step toward expanding international humanitarian dialogue and strengthening partnerships with organizations working in the fields of public diplomacy, culture, and international cooperation.

✔️International Electoral Expertise Discussed at the All-Russian Electoral Expert Forum 2026 🌏 Areg Agasaryan, Head of the Center for International Interaction and Cooperation and Deputy Chairman of the Public Council under Rossotrudnichestvo, took part in the discussion “International Expertise of Electoral Campaigns: From Observation Missions to the Rating of Electoral Systems” at the All-Russian Electoral Expert Forum 2026. The discussion focused on how international election observation is changing, why traditional approaches are increasingly losing trust, and why the world needs new independent formats of electoral expertise. A separate focus was placed on the International Association of Political and Electoral Expertise, established in April as a platform for experts from different countries who support equal dialogue, respect for sovereignty, and a rejection of any monopoly on the assessment of elections. Most existing international organizations in the field of electoral expertise are politically or financially biased and promote an exclusively Western agenda. It was precisely in response to this that the first independent International Association of Political and Electoral Expertise was established. Its key distinction is genuine independence: the organization receives no external funding, and its work is built on grassroots initiative. The Association brings together 80 experts from 52 countries, representing all macro-regions of the world. 🌎 He emphasized that the idea of creating the Association came from the international expert community itself. According to Areg Agasaryan, experts from dozens of countries had been speaking for several years about the need for an alternative to biased Western structures, and Russia supported this request. The Association already plans to take part in election observation in Peru, Colombia, Ethiopia, Brazil and Russia. The discussion also featured Alexey Martynov, Associate Professor at the Financial University under the Government of the Russian Federation, Vladimir Lukushin, Research Fellow at the Center for Political Studies of the Financial University under the Government of the Russian Federation, Petros Woldegiorgis Woldesenbet, Chair of the Federal Committee of the Prosperity Party of the Federal Democratic Republic of Ethiopia and Sebastián López Calendino, Director of the Center for Electoral and Political-Institutional Studies at the National University of La Plata.
