Only after many generations of climate change could something like that happen due to human activity.
In summary, humans can change the weather over time by producing CO2 (which is already in the air), but cannot change the weather via weather manipulation techniques that have been around for 80 years and are routinely used to change the weather.
The point is that all of this is natural.
